  PATENTS  OWNED  BY  SAID COMPANY

  SIR: I have the honor to transmit herewith for the consideration
of Congress a draft of proposed legislation making available the sum
of $15,000 from the unexpended balance of the appropriation of
$20,000,000 provided by the national defense act of June 3, 1916, as
amended, for the purpose of defraying such expenses as may be
necessary and incidental to the arbitration of the rate of royalty to
be paid the American Cynamid Co. on patents owned by said com-
pany.
  The details of this proposed legislation, the necessity therefor, and
the reason for its submission at this time are set forth in the letter
of the Director of the Bureau of the Budget transmitted herewith,
with whose comments and observations thereon I concur.
