Mr.  GRAHAM,  from  the Committee  on  the Judiciary, submitted the
                             following

                          REPORT

                      [To accompany H. R. 92211

   The  Committee  on the Judiciary, to whom  was  referred the bill
H. R. 9221, after hearing and consideration, report favorably thereon
with amendments,   and recommend   that the bill as amended do pass.
   The committee  amendments   are as follows:
   Paoe 1, line 11, after the word in insert the words or appointed
from.'
   Page 3, after line 2, add a new paragraph as follows:
   To each of the members of the Board of General Appraisers of the United
States, $14,000 per year.
   The question of the salaries of the Federal judiciary is one of the
most important  subjects that can possibly engage the serious thought
and consideration of the House.  Thomas  Jefferson wrote:
  Render the judiciary respectable by every possible means, to wit, firm tenure
of office, competent salaries, etc.
  Also:
  Men of high learning and abilities are few in every country; and by taking in
those who are not so, the able parts of the body have their hands tied by the
unable.
