 TEMPORARY OPERATION BY UNITED STATES OF CER-
                       TAIN   STEAMSHIPS


 MARCH  16, 1938.-Committed to the Committee of the Whole House on the
                state of the Union and ordered to be printed


 Mr. BLAND,  from the Committee  on Merchant  Marine  and Fisheries,
                       submitted the following

                          REPORT
                     [To accompany H. J. Res. 613]

   The  Committee  on Merchant  Marine  and Fisheries, to whom  was
 referred the joint resolution (H. J. Res. 613) to provide for the tempo-
 rary operation by the United  States of certain steamships, and for
 other purposes, having had  the same  under consideration report it
 back to the House with amendments  and, as so amended, recommend
 that the bill do pass.
   The amendments   recommended   by your  committee are as follows:
   Page 2, line 9, following the comma after the word acquisition'
 insert the words and figures until July 1, 1940,.
   Page 2, line 10, strike out all the remainder of the language after
 the word engaged  and insert in lieu thereof the following:
 , said vessels having been constructed so as to be suitable for economical and:
 speedy conversion into naval or military auxiliaries, or otherwise suitable for the
 use of the United States in time of war or national emergency; Provided, That
 the United States Maritime Commission shall determine, prescribe, and order for
 said operations just and reasonable maximum or minimum, or maximum and
 minimum rates, fares, or charges, or just and reasonable classifications, tariffs,
 regulations, or practices: And provided further, That in prescribing maximum or
 minimum, or maximum and minimum rates, fares, and charges, differentials may
 be established based upon differences in services rendered.
   The purpose of the House joint resolution is to provide that in the.
event of the acquisition by the United States of the steamships.,Cali-
fornia, Pennsylvania, and Virginia, the United States Maritime Com-
mission  is directed notwithstanding any other provision of law, to
operate  or provide for the operation of said vessels after such ac-
quisition until July 1, 1940, in the same intercoastal services as that
in which  they  are now  engaged, said vessels having been  so con-
structed as to be suitable for economical and speedy conversion into,
