                       [To accompany  H. R. 91991

   The  Committee on Commerce, to whom was referred the bill
(H.  R. 9199), to prevent  the pollution  by oil of navigable  rivers of
the  United  States, having   considered  the  same,  report favorably
thereon  and  recommend that the bill do pass without amendment.

        AN ACT To prevent the polution by oil of navigable rivers of the United States
  Be it enacted by the Senate and House of Representatives of the United States
of America in Congress assembled, That when used in this act-
  (a) The term oil means oil of any kind or in any form, including emulsion,
waste, bott.m settlings, and salt water;
  (b) The term  United States means  the several States, Territories, and
possessions, the District of Columbia, and the Canal Zone;
  (c) The term  person means  an individual, partnership, corporation, or
association;
  (d) The term navigable river means any river or stream within the United
States navigable in its natural or improved condition, and includes any non-
navigable river or stream flowing into any such navigable river; and
  (e) The term  Secretary  means the Secretary of War.
  SEC. 2. The Secretary is hereby authorized and directed to prescribe regula--
tions to prevent the pollution by oil of any navigable river within the United
States by any person discharging or draining oil, or permitting oil to be dis-
charged, or to flow or drain from any oil well, terminal, refinery, tank, or place
of stirage into a navigable river.
  SEC. 3. Any person who  violates any of the regulations prescribed by ther
Secretary under this act shall, upon conviction thereof, be punished by a fine.
of not less than $50 nor more than $2,500, or imprisonment for not more thar
one year, except that no person shall be punished for any such violation occur-
ring within three months after the promulgation of the regulations authorized
by this act. Each day  during any part of which a violation occurs shall be
deemed a separate offense.
  SEC. 4. The Secretary shall make such inspections as may be necessary in
order to detect or prevent violations of the regulations prescribed under this
