The PRESIDENT OF THE SENATE.   Washington, February 25, 1925.
  Sm: I have the honor to transmit herewith for the consideration of
Congress, in compliance with section 2 of the act of July 7, 1884
(23 Stat. 254), schedules of claims amounting to $93,954.71, allowed
by various divisions of the General Accounting Office, as covered by
certificates of settlement, the numbers of which are shown in the
first column of said schedules, under appropriations the balances of
which have been exhausted or carried to the surplus fund under the
provisions of section 5 of the act of June 20, 1874 (18 Stat. 110), and
for the service of the several departments and independent offices.
  The necessity for the appropriations asked is explained in the
letter of the Director of the Bureau of the Budget, transmitted here-
with, in whose conclusions and observations thereon I concur.
