sion for enorcing the Ebn&arg o Law.
MR. SPEAKER,
It is with extreme reluctance, that I rife to make
any obfervations at this late, or rather early hour 'two
o'clock A.'M.] and it is at all times a moft unpleasant
undertaking to make an address to thofe who appear to
haire prejudged the caufe. But such is the importance
of the occasion, and fuch the extraordinary nature of
the Bill now About to be paffed, that I am not at liberty
to sit still : it is my indispenfable duty io expose its
enormities, and forne of the fatal confequences which
muft refult to our country, fhould it become a law. As
I with not unneceffarily to detain the houfe and am de-
firous of a patient and candid hearing, I thall endeavour
to condetife my argument and confume as little time as
the naturd of the cafe will admit.
It is a duty lo4e to my conflitnents, to the part of the
country I reprefent, and to the conflitution and civil li-
berty, to oppofe the paffage of this Bill and declare its
enormities.
I do not pretend topoffefs more patriotifm, or a great-
er love for my country than other gentlemen; but at
leaft I think I may fafely contend, to have as much as
thofe gentlemen, who have declared, that this Bill con-
tains no defpotic or unconftitutional principles, nor con-
tained fuch as it came from the Senate, and befure it wa
