        FEDERAL COOPERATIVE MAR T3NG ACT


 FEURUARY 18, 1925.-Committed to the Committee of the Whole House on the
               state of the Union and ordered to be printed


 Mr.  HAUGEN,  from  the Committee  on  Agriculture, submitted tlhe
                            following

                         REPORT
                     [To accompany H. R. 12348

   The  Committee on  Agriculture, to whom was referred the bill to
 create a Federal cooperative marketing board, to provide for the
 registration of cooperative marketing, clearing house, and terminal
 market  organizations, and for other purposes, having considered
 the same, report thereon with a recommendation that it do pass.
   The bill reported herewith carries out the recommendations of the
 President's agricultural conference in respect of cooperative market-
 ino legislation.
   Hearings on the report of the President's agricultural cgerence
 have been held daily for the past two weeks.
   Governor  Carey,  Secretary Jardine, Mr.  Bradfute,  and         Mr.
 Taber, members  of the conference, app eared before the coulnttee
 on the bill as originally introduced and gave their approval to the
 bill. Members  of  various farmers' cooperative  and  marketing
 organizations appeared  and  also approved  the bill with slight
 amendments, which have been  accepted.
   The bill proposes to set up a purely voluntary plan of registration
for cooperative marketing  associations which qualify under  tjhe
Capper-Volstead  Act.  There is nothing in the bill to compel ay
cooperative association to register and there is nothing which will
deprive any association which does not register of any of the rights,
privileges, or immunities which it now has under existing law. More-
over, all associations, whether they registe r  not, w be able, be-
cause of amendments  made  to the Capper-Volstead Act, by the blK
to operate without the present-day restrictions as to dissemnitie
of crop and  marketing information and  as to production, pooli4g,
and storing agricilltural products.
  If the cooperative association chooses to register, it in effeet pa4tws
into an agreement  with the Federal cooperative marketing board,
