AWARD   OF  THE  NATIONAL   WAR   LABOR  BOARD   IN FAVOR   OF
     CERTAIN  EMPLOYEES OF THE BETHLEHEM STEEL CO.

     JANUARY 5 (calendar day, JANUARY 9), 1925.-Ordered to be printed


Mr. CAPPER,  from the Committee on Claims, submitted the following
                        REPORT
                     [To accompany H. R. 5481
  The  Committee  on Claims, to whom was referred the bill (H. R.
5481) to provide for the carrying out of the award of the National
War  Labor Board of July 31, 1918, in favor of certain employees of
the Bethlehem  Stel  Co., Bethlehei, Pa., having considered the
same, report favorably thereon with the recommendation that the
bill do pass without. amendment.
  The  facts are fully set forth in House Report No. 493, Sixty-
eighth Congress, first session, which is appended hereto and made
a part of this report.

  The  Committee on  Claims, to whom was referred the bill (H. R.
5481) to provide for the carrying out of the award of the National
War  Labor Board of July 31, 1918, in favor of certain employees of
the Bethlehem  Steel Co., Bethlehem, Pa., having considered the
same, report thereon with a recommendation that it do pass.
  The  bill was introduced in the House as a result of the reference
thereto of the subject matter thereof by the Secretary of War in his
letter to the Speaker of the House dated September 3, 1921, where-
with he transmitted a file of papers relative to certain labor claims
of the employees of the Bethlehem Steel Co. for compensation for
increased labor costs. The Secretary of War advised that the War
Department  had arrived at the conclusion that it was without power
to pay any of the claims and further advised that there were certain
equitable and moral considerations that were strongly urged upon
the War Department  that should more properly be directed to 'on-
gress than to an executive branch of the Government, and that he,
therefore, deemed it advisable to present the matter to Congress for
such action as should be deemed just and proper.
  The claims in question are based upon an award made by the Na-
tional War Labor Board dated July 31, 1918, its docket No. 22.
  With regard to the conditions which led to the making of the award
of July 31, 1918, it need only be said that during the summer of
1918 there was widespread dissatisfaction among the employees of
the Bethlehem  Steel Co. with the wages paid  by this company,
which dissatisfaction was resulting in retarding the production of
