Mr.  VANDENBERG, from the Committee on Commerce, submitted the
                               following

                            REPORT

                      [To accompany H. J. Res. 504]

   The  Committee   on  Commerce,   to whom was referred the House
joint resolution to  authorize compacts   or  agreements  between   the
States bordering  on  the Great  Lakes  with  respect to fishing in the
waters  of the Great Lakes, and  for other purposes, having considered
the same,  report  favorably thereon  with  the  recommendation that
the  bill do pass.
  The  joint resolution has the approval  of the Department of   Com-
merce,  as will appear from the following letter and House  report:
  The Committee  on Merchant Marine an'd Fisheries, to whom was referred the
joint resolution (H. J. Res, 504) to authorize compacts or agreements between
States bordering on the Great Lakes with respect to fishing in the waters of the
Great Lakes, and for other purposes, having had the same under consideration,
report it back to the House without amendment and recommend that the joint
resolution do pass.
  The express purpose of this legislation is to give the consent of Congress to any
two or more of the States of New York, Pennsylvania, Ohio, Indiana, Illinois,
Michigan, Wisconsin, and Minnesota  to enter into compacts or agreements
looking to the uniform regulation of fishing in the waters of the Great Lakes and
its connecting waters, bordered by the above-named States, and the establish-
ment of agencies, joint or otherwise, to make the compacts or agreements effective.
The agreement or compact shall not become binding or obligatory upon the signa-
tory State unless approved by the legislatures of such State and by the Congress
of the United States.
  The need for the enactment of this legislation is appropriately and succinctly
stated in the memorandum of the Acting Commissioner of Fisheries to the Secre-
tary of Commerce which is appended as a part of this report. For many years
this situation has engaged the attention of your committee and of the Congress.
A forward step is contemplated by this legislation in the solution of this problem of
conservation of our natural resources and your committee welcomes this oppor-
tunity to recommend to the House the early enactment of this joint resolution.
  The  action contemplated lies with the States alone. No additional expense
on the part of the Federal Government is entailed, and in the letter of the As-
sistant Secretary of Commerce, appended below, the statement will be noted
