  REPAYMENTS   BY FOREIGN  GOVERNMENTS   DURING  THE FISCAL
  YEAR  OF 1924

The SPEAKER  OF THE HOUSE  OF REPRESENTATIVES.
  SIR: In accordance with the provisions of section 8 of the first
liberty bond act, approved April 24, 1917, and section 10 of the
second liberty bond act, approved September 24, 1917, as amended,
I have the honor to submit the following report concerning expendi-
tures to June 30, 1924, under said acts, with respect to loans to
foreign Governments and the application of repayments of principal
thereof to reduction of the debt of the United States.
  Section 2 of the first Liberty bond act, approved April 24, 1917,
section 2 of the second Liberty bond act, approved September 24,
1917, as amended, and section 7 of the Victory Liberty loan act,
approved March 3, 1919, authorized the Secretary of the Treasury,
with the approval of the President, to establish credits for foreign
Governments at war with the enemies of the United States, and to
the extent of such credits to make advances and to receive therefor
the obligations of said foreign Governments. Under such authority
of law credits were established, and expenditures made as follows:
