                        FOREWORD

  This text is designed to present a balanced view of military law to the
student. The student is presented with textual material, extracts of
statutes and reading materials, actual legal cases, and discussion prob-
lems. The student should seek to understand the philosophy and pur-
pose of military law. The legal areas, cases, and points of law discussed
are used merely as a teaching vehicle to develop an understanding of the
law; the text is not designed for rote memorization of specific items or
rules. The development of military law skills, such as filling out the
forms or knowledge of specific procedural actions, will be left to the
branch basic course.
  Users of this publication are encouraged to submit recommended
changes and comments to improve the publication. Comments should be
keyed to the specific page, paragraph, and line of the text in which the
change is recommended. Reasons will be provided for each comment to
insure understanding and complete evaluation. Comments should be
prepared using DA Form 2028 (Recommended Changes to Publications
and Blank Forms) and forwarded direct to the Commandant, The Judge
