                      STATEMENT.
    The present State Constitution, adopted in 1846, provides that in
each twentieth year the question, Shall there be a convention to re-
vise the Constitution and amend the same ? shall be submitted to the
people. A vote was accordingly taken thereupon in the fall of 1866,
and the people, by a majority of nearly a hundred thousand (352,854
to 256,364) decided in favor of the convention, and thus gave emphatic
expression to their opinion that important alterations were required in
our fundamental law.
    The Convention met and proposed a number of amendments,
which were submitted to the people in Nov., 1869, when all were reject-
ed except the new sixth article relating to the judiciary of the State.
    This was not a revocation of the expression of two years before,
that the Constitution could be judiciously amended, but simply proved
that the convention had not met the wishes of the people as to the alter-
ations which were most requisite. Within the next few years the sub-
ject of constitutional law was brought prominently before the nation by
the changes proposed in several States and notably by the new constitu-
tion of Illinois, adopted by their Convention May 13, 1870, and ratified
by the people July 2d, of the same year.
    The subject of special and local legislation attracted particular
attention from its vast increase from year to year, the inequality of
powers and privilege  which it produced, and its evil effects in introduc-
ing temptations to c rruption, and in occupying the time and attention
of the law making pwer to the exclusion of the general business of the
State.
