                      INTRODUCTION

        The first serious railroad strike in the United States occurred
      ih 1877. From that day to this, for almost half a century, the
      arbitration of railroad labor disputes and the prevention of
      interruption of transportation have been frequent subjects of
      discussion and of legislation. In i886 President Cleveland sent
      a special message to Congress in which he recommended that
      There be created a commission of labor, consisting of three
      members, who shall be regular officers of the government,
      charged among other duties with the consideration and settle-
      ment, when possible, of all controversies between labor and
      capital.  President Cleveland said a permanent body would be
      much better than one created after the dispute had arisen.
        A  law providing for voluntary arbitration was passed by
      Congress in i888. It applied to any controversy between a rail-
      road or other transportation company engaged in interstate com-
      merce and any class of its employees which might hinder,
      impede, obstruct, interrupt, or affect such transportation of prop-
      erty or passengers. The law  provided that either might
