Mr.  COPELAND,  from the Committee  on the District of Columbia,
                     submitted the following

                         REPORT
              [To accompany S. 4227, heretofore reported]

  The  Committee on the District of Columbia, to which was referred
the bill (S. 4227) to extend the provisions of Title II of the food
control and District of Columbia rents act, as amended; to prevent
fraudulent transactions respecting real estate; to create a real estate
commission  for the District of Columbia; to define, regulate, and
license real-estate brokers and real-estate salesmen; to provide a
penalty for a violation of the provisions hereof; and for other pur-
poses, having had the same under  consideration, .reports favorably
thereon, without amendment, and recommends  that the bill do pass.
  The  bill has three titles. Title I reenacts the present rent laws
of the District of Columbia.  Title II makes criminal offenses of
certain fraudulent practices in the real-estate business in the Dis-
trict of Columbia.  Title III creates a real estate commission for
the licensing of real estate brokers and salesmen in the District of
Columbia.
                 INVESTIGATIONS  AND HEARINGS

  The  committee in recommending the passage of Title I and urging
its constitutionality is acting upon the basis of facts acquired as a
result of the survey of housing and rental conditions in the District
of Columbia  published May  12, 1924 (see, S. Rept. No. 530, 68th
Cong.), and as a result of the extensive hearings which the committee
held jointly with the Committee on the District of Columbia of the
House  from January  12 to January 28 of this year. (See hearings
on H. R. 11078 and S. 3764, 68th Cong., entitled Rent Commission
in the District of Columbia.'') In these hearings it had the benefit
of listening to the commentories of several members of the bar.
