   MARINE  CORPS   RESERVE

 Mr. ODDIE, from  the Committee  on Naval  Affairs, submitted the
                            following

                         REPORT
                     [To accompany H. R. 96341

   The Committee  on Naval  Affairs of the Senate, to which was re-
ferred the bill (H. R. 9634) to provide for the creation, organzation,
administration, and maintenance of a Naval Reserve and a Marine
Corps  Reserve, having had  the same under  consideration, reports
the  same to  the Senate with various amendments,   and presents
herewith information relative to the changes made, with the recom-
mendation  that the bill do pass as amended.
   The committee  recommends  that the following amendments   be
made:
   Page 2, line 25, after the word with insert or without.
   Page 4, line 17, strike out the word enlisted.
   Page 5, line 8, strike out the word enlisted.
   Page 5, line 21, strike out the word enlisted.
   Page 6, line 9, after the word enlisted insert a comma and add
the words  enrolled and assigned.
  Page  7, line 20, strike out ' in the various grades.
  Page  8, line 3, strike out the word enlisted.
  Page  8, line 17, strike out the word enlisted.
  Page 9, line 2, strike out the word enlisted, change the period to
a colon, and add:
  Provided further, That any line officer now on the retired list of the Navy with
the rank of lieutenant, who would have heretofore been due for promotion to the
rank of lieutenant commander had he remained on the active list, who served
with credit in the World War with the temporary rank of lieutenant commander,
who was required by the public interests to be employed on active duty con-
tinuously during and since the war and who is now so employed on active duty,
shall have on the retired list of the regular Navy the rank, pay, and allowances
of lieutenant commander.
