 SIR: I have the honor to tfansmit herewith for the consideration
 Congress, in compliance with section 2 of the act of July 7, 1884
 3 Stat. L. 254), schedules of claims amounting to $577,808.15,
 owed by various divisions of the General Accounting Office, as
 vered by certificates of settlement, the numbers of which are
 own in the first column of said sihedules, under appropriations
 e balances of which have been exhausted or carried to the surplus
 rd under the provisions of section 5 of the act of June 20, 1874
 Stat. L. 110), and for the service of the several departments and
 iependent offices.
 'he necessity for the appropriations asked is explained in the
 ter of the Acting Director of the Bureau of the Budget, trans-
 [tted herewith, in whose conclusions and observations thereon I
 ncur.
