My  dear Mr. Loftin:
   I have been requested to write you setting forth, at
least to some extent, my views with reference to the
Federal Child Labor Amendment  to the Constitution of
the United States.
   I had occasion to discuss the proposition in a letter
to a Florida constituent, which was, on motion of Sena-
tor William Cabell Bruce of Maryland, inserted in the
CONGRESSIONAL RECORD.
   I entertain the same views now as I did at that time,
and I herewith enclose extract from the CONGRESSIONAL
RECORD, mentioned.
   I may add that it seems to me increasingly important
that the rights of the States in respect to this subject
should be maintained. It is a matter clearly within the
jurisdiction and control of the States, and I believe it
would be a mistake to change the Constitution so as to
deprive the States of their powers and duties in connec-
tion with this matter.
