       A   MESSAGE FROM THE
                PRESIDENT

     The New  Year 198  marks the midyear
   of the Virginia State Bar. It is the year
   of our Twentieth  Anniversary. We can
   take justifiable pride in our accomplish-
   ments. They are too munerous to enmner-
   ate. The medium of this simple message is
   one of them, the Virginia Bar News. Our
   present well established position represents
   a consistent growth, achieved by the labor
   of many memelrs.
     The activities of the current bar year
   appear to me to have head a slow beginning
   for many reasons. Ilowever, I am confident
   that these activities will increase in inten-
   sity and accomplishment. To this end, 1
   pledge the Bar my time, my efforts and my
   loyalty. We have manty plans and projects

       1958 JUDICIAL  CONFERENCE

     The  Conference will be held at the
     Chamberlin Hotel May 1 and 2, con-
     vening at  2 P.M. on M1ay 1. The
     annual  banquet is scheduled for
     May  2.
           Iq

Poit  on May 2 and 3 are among them, The
Judicial Conference will meet simultaneous-
ly with our Annual Meeting.
   Our inventory of past deeds are pleasing,
 but now is the time to look forward to the
 fulfillment of some of the potentials of the
 Virginia State Bar. T: are are many phases
 of endeavor for us to consider: public re-
 lations, relations with the medical profes-
 sion and continuing legal education to
 suggest only a few.
   With the coming of the New Year I be-
 seech you to renew your bar activities, to
 increase your interest in the betterment of
 the profession, to assist me in making this
 a stellar year for the Virginia State Bar.
 I bring you greetings and my sintere wishes
 not only for a pecuniarily profitable pro-
 fessional period but for one filled with the
 satisfaction of high professional attainment.

  TRAFFIC COURT COMMITTEE
      (See Editorial Connent, P. 2)

  This Committee composed of Richard E.
Railey, Chairman, R. E.  Booker, H. B.
Vance, R. L. Rayne, T. Justin loore, Jr.,
and Reid M. Spencer met in Richmond on
November  6 with all members present.
  The  Committee voted to obtain a suffi-
cient supply of the ABA's Annual Inven-
tory of Traffic Safety Activities of Traffic
Courts for use in Virginia; to have one of
these forms filled out in January, 1958, for
every city and county in Virginia; to have
similar forms filled out in January 1)59
f or every city and county in Virginia for
the purpose of determining the improve-
ments made  (luring the year; to present.
awards to at least three courts showing the
most improvement during 1958; and to sub-


mit  the inventorie to the ABA for con-
sideration for its awuds.
   The Committee realizes it will have a big
job in gettin the invetories prepared in
January but each member will head up the
progran  in two congressional districts as-
signed by the Chairman. lr. Spencer is in
charge of getting the inventories in the
first and second districts; Mr. Moore has
the third and fifth districts; Mr. Vance, the
sixth and seventh; Mr. Payne, thp eighth
and tenth; and the Chairman, the fourth
and ninth. Mr. Moore will probably have to
call on someone in the fifth to assist him
and  the Chairman has  taken the ninth,
far removed from him, with the idea of get-
ting help from a member of  h bar in that
area.
  The  Conmittee solicits assistance from
other members of the bar. It also plans to
