There is no more
important   issue
currently facing the
Bar of this State
than the moder-
nization of our
courts. The Judicial
Article of our Con-
stitution has been amended and we now, for
the first time, have the unique opportunity to
be instrumental in the creation of a modern,
efficient, and flexible judicial system.
A  committee has been formed at the
suggestion of the Governor and charged with
the responsibility of examining all available
data and making recommendations to the
Geneial Assembly for the restructuring of our
courts.
This committee, chaired by Senator Riley
of Greenville and composed of members of the
General Assembly, Bench and     Bar, has
worked diligently over the past six months
examining court systems around the nation
and holding hearings preparatory to making
recommendations at the forthcoming
legislative session.
As indicated in a prior letter, it is my per-
sonal opinion that specific legislation aimed at
restructuring the courts should probably not
be introduced for a year or two until a
uniform record keeping system can be im-
plemented and sufficient data generated to
enable us to accurately determine the total
case load of the State, its composition, its
distribution and obstructions to its orderly
flow. It seems to me that the administrative
authority recently granted the Chief Justice by
the amendment of the Judicial Article
provides sufficient flexibility to handle the
current case load in a fairly adequate manner
during the interim -rtil accurate data is
available to enable us to intelligently plan for
the future.
Whether this recommendation is followed
or, as others feel imperative, a complete
legislative package dealing with court restruc-
turing should be introduced at the forth-
coming legislative session, there are issues of
vital importance to the administration of
justice which should receive the immediate at-
tention of the General Assembly.

Executive Committee
Holds Weekend Meetings

The Executive Committee of the SCBA nor-
mally meets each month for one day to trans-
act the business of the Association. A recent
'neeting, however, extended over an entire
weekend because of the amount of business
that required attention.
At the weekend session, the Executive Com-
mittee was divided into four work goups so
that preliminary    considerations and
discussions could be handled more efficiently.
Since the Executive Committee is charged
with handling all affairs of the Association
between annual meetings and since there are
increasing numbers of matters that require at-
tention, it is contemplated that additional
weekend-long meetings will be held in the
future.
