ELECTION OF CIRCUIT VP'S
The Constitution of the S.C. Bar Association, Article VI, Section 1,
provides, in pertinent part:
On or before December I in each year, ten or more members of the
Association in good standing and residing in the same Circuit may file
with the Executive Committee, which shall act as a Board of Electors, a
signed petition nominating a candidate for Circuit Vice President from
such Circuit.
The Circuit Vice Presidents to be elected this year are those from Judi-
cial Circuits with odd numbers. Circuit Vice Presidents elected this yea
will take office upon the adjournment of the 1969 annual meeting.
Nominating petitions must be received by December 1. Ballots will be
prepared thereafter and mailed to each Association mcmber in the Circuit
concerned.

SUPREME COURT
ADMITS 81
On October 3, 1968, 81 new attorneys
were admitted to practice in the Courts of
South Carolina and before the United States
District Court for the District of South
Carolina.
Chief Justice Joseph R. Moss presided at
the swearing-in ceremonies in the South
Carolina Supreme Court and Miss Frances
Smith, Clerk of the South Carolina Supreme
Court, administered the oath.
Judge Charles E. Simons, Jr., presided at
the swearing-in ceremonies at the United
States District Court and the oath was ad-
ministered by Miller Foster, Clerk of the
District Court.
Following the two ceremonies, a luncheon
for the new admittees and their guests was
held at the Capitol Cabana Motor Inn. Mor-
tinier M. Weinberg, of Sumter was the guest
speaker. The Master of Ceremonies was I.
M. Goldberg of Charleston, President of the
Young Lawyers section of the South Caro-
lina Bar Association.
LAW SCHOOL ADDS
FACULTY MEMBER
Dean Robert McC. Figg, Jr., has announc-
ed that Assistant Professor Ralph C. McCul-

lough, I!, has joined the faculty of the Uni-
versity of South Carolina School of Law.
Professor McCullough will teach Torts and
Agency-Partnerships.
Professor McCullough attended Erskine
College and Tulane University School of
Law. He was admitted to practice in Louisi-
anna in 1965. From 1965 until he accepted
his present position, Professor McCullough
practiced law with a firm in New Orleans.
Professor McCullough is married to the
former Carolyn Reid of Richburg, South
Carolina. The McCulloughs have a daugh-
ter, Melissa Wells. They reside at 227 Bar-
mount Drive in Columbia.
The addition of Professor McCullough
brings the Law School faculty to a total of
16.

F. Dean Rainey, 118 Broadus Avenue,
Greenville, is the chairman of the South
Carolina State Bar's committee on Legal
Ethics and Professional Responsibility. The
committee of which he is chairman would
welcome questions addressed to him asking
for opinions in the field of legal ethics.

SAM R. WATT
PAST PRESIDENT
DIES SUDDENLY
Sam R. Watt, who served as President of
the South Carolina Bar Association in 1951-
52, died at General Hospital in Spartanburg
on October 13, after suffering an attack at
his home.
Mr. Watt was a graduate of Furman Uni-
versity, and the University of South Caro-
lina School of Law. He was Solicitor for the
Seventh Judicial Circuit for 22 years, and
was a past president of the Spartanburg
County Bar Association. He was active in
civic affairs in Spartanburg.
Mr. Watt is suirvived by his widow, Mrs.
Eloise Montjoy Watt; a daughter, Mrs. M.
E. McLaughlin, Jr. 'f Warner Robbins,
Georgia; two sisters, Mrs. J. M. Thomas of
Cordova, and Mrs. J. C. Bonner of Pacolet;
and three brothers, J. W. Watt of Mobile,
Alabama, Horace R. Watt of Due West, and
Thomas S. Watt of Columbia.
