Merline Installed as Bar President

David A. Merline, a shareholder in
the firm of Merline & Thomas, P.A. in
Greenville, was installed as president
of the South Carolina Bar during the
Annual Meeting in June.
During his tenure, Merline
plans to emphasize efforts to
ensure that indigent citizcns
have access to the courts; work L
towards iprovements in crin-
inal and civil case docketing;
and increase participation by women
and minority Bar members and solo
and small firm practitioners.
Merline also plans to study the
need for a Justice Commission to sup-
port the courts; add legal information

for the public on the Bar's Internet
home page, and create electronic for-
ums for Bar members. Ile will also
oversee the first full year of the Law
*        Office Management Assistance
Program  (LOMAI') that will
provide education and on-site
assistance for law firms; and
continue to promote the Bar's
Better Client Relations pro-
gram designed to teach lawyers
how to improve their communications
with clients.

Taxation Law and Estate Planning and
Probate Law, Merline has served as the

Steedley Bogan Hired as LOMAP Director-
Program to Educate, Assist Bar Members

Columbia Municipal Court Judge
J. Steedley Bogan has been named direc-
tor of the Bar's Law Office Management
Assistance Program (LOMAP).
Bogan brings 19 years of experi-
ence as a lawyer to the program, i,'iich
offers education and on-line assistance
for law firms in the administration of
an office and management of the en-
trepreneurial side of practice.
Through the years, he maintained
a strong interest in professional ethics
and was involved in many Bar activities
related to professional responsibility. A
long standing member of the Bar's
Professional Responsibility Committee,
he served three terms as chairperson.
During his last two years as chair-
person, he also served as a member of
the Executive Committee of the South
Carolina Supreme Court's Board of

Commissioners on Grievances and Dis-
cipline. This led him to become an ad-
vocate for a diversion program for
lawyers charged with minor miscon-
duct. As a result, he brings to LOMAP
a deeply held belief that man), of the
lawyers who find themselves in the
grievane system for allegedly minor
misconduct would be better served with
a helping hand rather than a sanction.
LOMAP, a joint venture between
the Bar and Attorneys Liability Protec-
tion Society (ALPS), will be loc;,ted on
the fourth floor of the Bar building.
Program offerings will include a pro-
fessionalismn course, as well as tips on
office automation anti business skills.
Fees for services are set to make the
assistance affordable.
