YLD Helps Rebuild Virgin Island Law Libraries

In an effort to rebuild Virgin
Island law libraries recently dest-oyed
by Hurricane Iris, the Bar's Young
Lawyers Division is collecting law books
from firms across the country.
Law firms in Washington, D.C.,
New ork and Alabama have partici-
pated. The damage to solo and small
firms resulting from the hurricane was
extensive, with many offices having
their libraries, computer systems and
client files completely destroyed.
The request for book donations
was sent out via the Internet with
almost immediate response from the
legal community. Donations began
arriving at the South Carolina Bar
building shortly before Christmas, and
more than 150 boxes of books were
delivered in the first three days.

Speaking at a Federal Emergency
Management Agency s,-minar for YLD
regional directors and state chairper-
sons held in Milwaukee in October,
Curtis Gomez of the Virgin Islands told
of the devastation caused by the hurri-
cane and of its damaging effect on the
legal community. In addition to wide-
spread residential destruction, Gomez
spoke of the damage to solo and small
firms as he recounted seeing legal files
and law books strewn across hillsides
and throughout the islands.
Without electricity and telephone
service, addressing the needs of vic-
tims was complex. Volunteer lawyers
manning the disaster assistance cen-
ters rotated two hour shifts, in part to
allow them time to attend to their own
personal and professional losses.

phones not expected until late winter
and early spring, the task of rebuilding
will be lengthy. Anyone interested in

NOTE: In July of 1993, the ABA/
YLD entered into an agreement with
FEMA to provide legal services to disas-
ter victims in the aftermath of a major
disaster. The ABA/YLD Disaster Legal
Assistance Committee was created to
oversee the responsibilities and obliga-
tions of this agreement. Membership
on the council includes representatives
from 34 districts nationwide. David W.
Whittington of Charleston currently
serves as the District 10 Representative,
which includes South Carolina and the
Virgin Islands.
