New Certification Standards
Prescribed for Taxation Law Specialty
New standards and procedures proposed by the Taxation Law Specializa-
tion Advisory Board have been approved by the Supreme Court Commission
on Continuing Lawyer Competence with a proposed effective date of October
31, 1991.
Changes of particular interest relate to an increase in the specialty CLE
required for recertification (from 120 hours to 150 hours) and a requirement
that applicants for original certification pass ar. examination administered
by the specialty. Applicants for original certification who have been awarded
an LL.M. in taxation law from an ABA accredited law school not more than
five years prior to application are eligible for a w iver of the examination.
In most respects, the o ndards and procedures proposed by the Taxation
Board are similar to standards and procedures for the estate planning and
probate iaw specialty which were approved earlier this year by the South
Carolina Supreme Court. Reorganization of the standards and procedures is
expected to make them easier to use and understand. Comments concerning
the proposed new standards and procedures are solicited and should be sent

The DuRant Award is given each
year to a lawyer selected by the Bar
Foundation's Board of Directors for
outstanding public service to the
legal profession and the community.

A Columbia native, Lightsey
graduated summa curn laude from
the University of South Carolina
School of Law in 1S61. He served as
an Assistant Attorney General in
South Carolina from 1962 to 1967.
Lightsey was a professor at tbd USC
School of Law from 1972 to 1976 and
served as Dean until 1985. He was
selected for the Outstanding Profes-
sor Award in 1973.
Lightsey has served ati chairman
of many boards and commissions,
including the South Carolina Apel-
late Defense Commission and the
Governor's Ad Hoc Committee on
Intermediate Court of Appeals. He
also chaired th. USC Presidential

Commission on Undergraduate
Education in 1984. Presently chair-
man of the Council of College and
University Presidents, IAghtsey has
served as President of the College of
Charleston since 1986.
The DuRant Award was estab-
lished in 1980 in memory of Manning
attorney Charlton DuRant.
