Judge Frasier Elected President
Of NH District and Municipal
Court Judaes Association

Hon. Francis J. Frasier
Justice Francis J. Frasier of the Hampton
District Court was installed as president of the
New Hampshire District and Municipal Court
Judges Association at the organization's
Annual Meeting, June 18 at the Fox Ridge
kesort in North Conway.
The presiding judge of the Hampton District

During May and June, 1986, both the Bar's
Committee on Cooperation with the Depart-
ment of Labor and the Mental and Physical
Disabilities Law Committee voted to become
Bar Association sections.
The two committees are seeking the change
to sections to afford all Bar members inter-
ested in these substantive areas of law greater
opportunities for professional education and
exchange of information.
According to the Bar Association Bylaws,
sections are expected to be devoted to the
improvement of the professional knowledge
and skill of the members thereof in particular
fields of law ....
I'm pleased that committees specializing in
substantive areas of the law can survive as
sections and promote the interest and continu-
ing participation of members of the Bar, said
Lar Association President L. Jonathan Ross.
Upon written petition of 30 or more active
members of the Bar, the Board of Governors
will consider creation of additional substantive
law sections.

Court since 1980, Justice Frasier was formerly
in the Exeter law firm of Shute, Engel and
Frasier.
A past treasurer of the District and
Municipal Court Judges Association, Justice
Frasier previously chaired the Association's
continuing education committee.
He has taught a New Hampshire Practice
course at Suffolk University Law School and
served as a faculty member on the December
1985 Bar Association CLE program, New
Hampshire District Court Practice.
Justice Frasier is a former member of the
Bar's Publications Committee.
A 1965 graduate of Boston College Law
School, he was admitted to the New Hampshire
Bar the same year. He received a B.A. from the
University of New Hampshire in 1960.
Justice Frasier lives with his wife Joyce and
their children John, Heather, Christopher,
Hilary and Courtney in Stratham.

Committee on Cooperation
With the Department of Labor
In planning the conversion to a section, the
Committee on Cooperation with the Depart-
ment of Labor has outlined a number of goals
including providing continuing legal education
focusing on workers' compensation issues. A
significant section activity would involve assist-
ing the Department of Labor, when requested,
with the formulation of rules, policies and
procedures.
As well as offering a forum for the exchange
of information about workers' compensation
matters, the proposed section lists the publica-
tion of a newsletter as a possible undertaking.
Periodic meetings will be held to facilitate
these activities.
Mental and Physical Disabilities
Law Committee
As stated in its proposed bylaws, the goal of

The Manchester Bar Association recently
elected Daniel W. Sklar president. Sklar
succeeds Kenneth C. Brown.
Also elected at the Manchester Bar's Annual
Meeting were: Martha V. Gordon - vice
president and Chester C. Eaton  secretary/
treasurer. Newly elected members of the Bar's
executive committee include: William E.
Brennan, James A. Connor, Kevin M. Fitz-
gerald, Karen L. Heller, Paul W. Hodes,
William S. McGraw and Lee C. Nyquist.
Sklar has been associated with the Man-
chester firm of Sheehan, Phinney, Bass and
Green since he was admitted to the New
Hampshire Bar in 1978. He received his J.D.
from Boston College,-Law School and his
undargraduate degree from the University of
Pennsylvania.
