hymen Appointed Bar Communications Director

Ross E. Hymen has been named the NH
Bar Association's new Director of Communi.
cations, according  to  Search Committee
Chair Charles A. DeGrandpre of Manchester.
Hymen will oversee the Bar's member and
public information activities, including Law
Weekly, Bar Journal, the public information
pamphlet series, Law Day and the public
relations program.
Last September, the Board of Governors
authorized creation of an experimental dual
staff position, combining the Continuing
Legal Education and Communication Director
jobs. Renee R. Osterman was appointed to
this dual staff position.
On the recommendation of Osterman and
Bar Executive Director Gail Kinney, with
support from the Public Information, Publi-
cation  and  Continuing  Legal Education
Committees, the Executive Committee voted
to  reestablish  two  fulltime  positions.
Osterman will remain as Director of Con-
tinuing Legal Education.
Hymen, a native of Ithaca, N. Y., received
a B.A. in English from the State University of
New York (SUNY) at Oswego in 1973 and an
M.A. in English Literature from SUNY at
Albany in 1978.
An experienced association communicator,
Hymen served as the Director of Information
for the 21 000-member New York Farm
Bureau in 1680 and 1981; he was an Infor.
kmation Specialist for the Bureau from 1974 to
1976. As Director he was responsible for
member and public information programs,
including a monthly journal and a weekly
newsletter, a weekly radio program, audio-
visual  program  production  and  special
projects.

PEOPLE
Stephen E. Merrill of Devine, Millimet,
Stahl and  Branch   was elected 1982-83
president of the Manchester Bar Association
in a ballot-by.mall election held last month.
Merrill was also recently elected a Governor.
At-Large of the NH Bar Association -. he will
be installed June 25 at the Bar's Annual
Meeting.
Other Manchester Bar officers elected
for the 1982-83 year are:

Sklar of Sheehan, Phinney, Bass & Green.
The 365-member Manchester Bar Asso-
ciation is the largest local bar in New
Hampshire.

ROSS HYMEN

From 1978 to 1980, Hymen was Assistant
Coordinator of Special Publications fqr the
New York State Department of Environ.
mental Conservation. He served as editor of
New York State Environment, a bl-weekly
publication.
A member of the International Association
of Business Communicators, Hymen taught a
course in public relations at Empire State
College in Albany. He received Scholastic

Charles IV. Heard of Heard, Hunter, Cohen
and Porch in Wolfeboro has been elected a
Fellow of the American College of Probate
Counsel.   He was elected at the College's
annual meeting in California. The American
College of Probate Counsel is an international
organization aimed at improving the level of
probate practice and the administration of
the probate-related tax and judicial systems.
The Executive Council confirmed Arthur
E. Porter's reappointment to the State Library
Commission in May. Porter, a Manchester
attorney, is the NH Bar Association's repre.
sentative on the Commission.

Jerome L. Silverstein of Nashua spoke to
a combined meeting of the Consumer Credit
Association of NH and the Credit Pro-
fessionals of. NH at the Chateau Restaurant in
Manchester on June 2. Silverstein, the only
attorney on the panel, discussed consumer
bankruptcy.

The NH Bar received more than 90 appli-
cations for the Communication Director
position. Kinney says that Hymen was an
exceptional candidate in a field of outstanding
applicants. Ross' portfolio of publications
and his electronic media productions are very
impressive, Kinney says. Having worked
previously for a large, voluntary membership
organization, Ross seems to   understand
thoroughly the mission of an association
director of communications. I am convinced
that he knows what he is getting into here at
the Bar Association. I am looking forward to
the impact that his creativity and experience
will have on the Bar's public information and
member information programs.
Ross brings a fresh perspective to Law
Weekly and Bar Journal, says DeGrandpre,
chairman of the Bar's Publications Com-
mlttee.  I am sure he will enhance our
bar publications -- their usefulness to members
and their value as public information and
publicit . tools.  I am looking forward to
working with'Ross, and I encourage members
with suggestions or comments to contact
him at the Bar Center.
Hymen is enthusiastic about his new
position. My perception of the NH Bar
Association is that of an association looking
toward the future --to increasing professional
opportunity for attorneys, to greater public
and member awareness of the Bar's roles and
objectives.  With this in mind, I eagerly
anticipate working with NH Bar members:
I encourage any and all participation as we
continue to develop our publications and
public information programs.

ERTA Makes Tax
Shelters Harder
To Construct
Tax notes are prepared by the NH Bar's
Taxation Section to alert attorneys to general
principles and changes in the tax laws.
Most attorneys in practice, today have
at least stumbled over the idea of tax shelter
either for themselves or for their clients. Tax
shelters vary in size and scope and appear in
almost as many forms as there are investors to
buy them. Accordingly, it Is the scope of this
article to explain the idea which creates a
so-called shelter.
The basic idea of a shelter is to create an
economically feasible situation in which a
taxpayer can invest which will create paper
losses. The investor can apply these losses
against other income, thereby   reducing
taxable income and, correspondingly, the
burden of federal income tax. Additionally,
many shelters create tax credits of one form
or another which may be used to reduce
tax liability in the investment year.
