It is becoming more apparent to
rne that the question that I and
each lawyer in the state must
examine is: What function do we
want the Bar Association to serve?
Not only in Nebraska but in bar
associations throughout the coun-
try, lawyers on the one hand are
saying that a bar association
should be a trade association
serving the needs of the legal
profession, while others are saying
that it is the bar association's obli-
gation to serve not only the
lawyers but the public as well. The
answer to this may vary from state
to state depending upon whether
the association is a mandatory
association, such as Nebraska, or
whether it is voluntary. The answer
may, of course, be affirmative as to
both questions, in that the bar
association may have obligations
to both the lawyer members and
the public. If so, to what extent
does it devote time and money to
each?
There are many issues now
facing the bar that have been in the
background for some time but
appear to be coming up for a
decision in 1977. You have all
received the proposal of the Spec-
ialization Committee with recom-
mendations for a specialization
program in Nebraska; you have
been made aware of the proposal
for mandatory continuing educa-
tion; you are aware that there is a
case now pending before the
United Sates Supreme Court where
the restrictions upon advertising
by lawyers are contested; there are
efforts to expand free legal ser-
vices to those qualified through a
state-wide legal services program,
and there are various proposals for
continued on page 6

All attorneys in Nebraska are
invited to attend one of seven bar
association meetings being held
around the state Feb. 28 and March
1 and 2. NSBA President Richard
Knudsen of Lincoln will attend the
meetings and made a brief presen-
tation; time will also be allotted for
question and answer sessions.
Accompanying President Knud-
sen in the Nebraska caravan will
be the Bar's new Executive Direc-
tor, Ted Dillow; Director of Public
Relations, Sharon Stephan; and a
representative of the Bar's legisla-
tive committee who will answer
questions on new legislation.
Counsel for Discipline, Robert
Blair, will also attend the meet-
ings.
Following is the schedule for
the meetings, and the name of the
local arrangements chairman.
Please contact the chairman if you
plan to attend the meeting but have
not previously Indicated that you
will attend.
NEW JURY INSTRUCTIONS

either from the District Judge, or
directly from the NSBA office,
1019 Sharp Building, Lincoln

ERRORS & OMISSIONS
The last issue of the Newsletter
contained (at least) two errors. The
first was an omission from the list
of attorneys who were honored for
at least fifty years of membership
in the NSBA. The name of Thomas
Zacek of Omaha was omitted from
that list. Practicing law for more
than 50 years is indeed an achieve-
ment worthy of mention, and we
regret the omission of Mr. Zacek's
name.
Also, the name of new NSBA
member John Kirkwood was mis-
spelled, and we also apologize for
that error.
