JANUARY MEETING OF THE
COUNCIL
The Council of the State Bar held its
regular quarterly meeting Friday, Jan-
uary 18. The President, Mr. Proctor, in-
troduced Mr. Marsden Bellamy and Mr.
Edward L. Loftin, new Councilors from
the Fifth and Twenty-eighth Districts
respectively.  4
Mr. Grimes on behalf of the Execu-
tive Committee reported to the Council
that it had read the minutes of the Oc-
tober meeting and found the same to be
correct and recommended that the same
be approved and adopted by the Council.
The recommendation of the Executive
Committee was adopted.
Mr. Fairley made a report for the Spe-
cial Committee on Law Lists and advised
the Council that since the last meeting
the Committee had studied the question-
naire to be sent to law lists and had ap-
proved the questionnaire prepared in ac-
cordance with the action of the Council
at the October meetinv and further re-
ported that said questionnaire would go
forward shortly to all law lists.
Mr. Maupin made a report for the
Membership Committee. The Committee
recommended that the petition of Mau-
rice C. Pearce, Washington, D. C., be
denied; that the petition of 0. M.
Marshburn, Greenville, be granted; that
James A. Bell, Charlotte Louis Good-
man, Wilmington, and P. H. Brooks,
Smithfield, be placed on the inactive list
as retired from the practice. It further
recommended that petition of Walter G.
Edwards, Hertford, be denied; that the
petition of H. G. Parker, Skyland, be
granted; that the petition of Mills Kit-
chin, Atlanta, Georgia, be granted inac-
tive status beginning 1955; that the
petition of R. H. Royster, Oxford, be
granted; and that the petition of Vir-
ginia Douglas Bell, Greensboro, be grant-
ed. Several petitions were continued for
further information to be furnished to
the Committee. The report and recommen-
dation of the Committee were adopted.
The Council heard the report of the
Trial Committee in the matter of George
B. Riddle, Jr. which was read by the
Chairman of the Trial Committee, Mr.
Swails. The respondent, George B. Rid-
dle, Jr., was present in person. There
were no exceptions filed to the report
and recommendations of the Trial Com-
mittee. The Council heard the respon-
dent Riddle and thereafter went into ex-
ecutive session. The report of the Trial
Committee was adopted and the Presi-
dent was directed to enter a judgment
in accordance therewith, said judgment
to suspend the said Riddle for a period
of 12 months and prayer for judgment
continued for a period of two years the
respondent being placed upon good be-
havior and not to violate any laws of the
State or the ethics of the profession.

1957 Bar Examinations
All applicants for the 1957 bar
examinations must have their ap-
plications on file not later than
May 7, 1957. The proof uf legal ed-
ucation will be due not later than
July 7, 1957. The written exami-
nations of the Board will begin on
Tuesday, August 6, 1957, and con-
tinue through August 8. All appli-
cants should have filed law stu-
dent registrations upon beginning
the study of law. Application forms
for the 1957 examinations are
available through the office of the
Board of Law Examiners, Justice
Building, Raleigh, North Carolina.
Following luncheon recess, the Presi-
dent read communications from absent
members, Messrs. Dawson, Mason, Hast-
ings and Hagan. The President noted
with regret the absence of Mr. Johnson
on account of illness and the absence of
Mr. Glidewell, Mr. Mitchell and Mr.
Rand due to unforseen circumstances.
The President called for the report of
the Unauthorized Practice Committee
made by Mr. Perry, the Chairman. The
Committee reported communication from
the Clerk of Superior Court of Durham
County relative to small claims court
jurisdiction and the execution of com-
plaints and other documents connected
,with the prosecution of actions in said
court on behalf of litigants in said court.
The Committee was of the opinion and
recommended that so long as the officials
of the small claims court simply executed
papers required to be executed by such
officials then the same would not con-
stitute the practice of law* if they went
beyond that, then facts should be sub-
mitted to the Council in connection there-
with and it was recommended that the
Secretary so notify the Clerk. The recom-
mendation of the Committee was adopted.
Several forms relative to income tax
were considered Land no action was taken
at this time. The Committee recommend-
ed notice by the Secretary to A. L. Deal,
justice of the peace, relative to his prep-
aration of deeds. The Committee further
recommended that the Secretary give no-
tice to the First Federal Savings and Loan
Association of Winston-Salem relative
to advertising. The Committee recom-
mended that the Secretary institute pro-
ceedings in Rutherford County against
one Clyde C. Sorrells and others in con-
nection with unauthorized practice. The
Committee recommended that the Legis-
lative Committee consider amendments to
Session Laws of 1955, Chapters 273 and
275, and seek state-wide applicability rel-
ative to drafting of instruments and the
