Greetings From Our President,
Zeb Vance Norman

We introduce to you this little period-
ical, The North Carolina Bar, to be
published quarterly following the meet-
ings of the Bar Council. It is designed
to keep you informed concerning the
achievements of the integrated bar so
that our members may be familiar with
its usefulness and benefits to the North
Carolina lawyers. Many of our members
do not have a proper evaluation of just
what fruits have grown out of the or-
ganization and perpetuation of our State
Bar as a legal entity. They have been
far more than most of our lawyers real-
ize, and the potentialities and possibil.
ities are beyond present contemplation.
We believe that the dissemination from
time to time of what the Bar Council is
doing will be mutually beneficial. Let
us strive to maintain proficiency, integ-
rity, usefulness and leadership.
The North Carolina Bar will be is-
sued in the months of February, May,
August, and November. Inquiries re-
garding announcements and space should
be directed to the North Carolina State
Bar, Justice Building, Raleigh, N. C.

Supreme Court Approves
Amendments To Canons Of
Ethics And Rules Of The
Board of Law Examiners
The following amendments to the
rules of the State Bar and the Board
of Law Examiners have been duly
adopted and certified by the Supreme
Court as of January 29, 1954:
(1) Amend Article X - 13, appearing
221 N. C., Reports, 596, to read as fol-
lows:
13. Contingent Fees. Reasonable con-
tracts for contingent fees, both in crim-
inal and civil cases, unless forbidden
by law and in cases of guardianships
or minors, are recognized and approved.
(2) Amend Article X - E, appearing
221 N. C., Reports, 606, by adding
thereto a new paragraph as follows:
When any member of the North Car-
olina State Bar shall be financially in-
terested, either directly or indirectly,
in any bonding company authorized to
write appearance bonds for any Verson
charged with violation of the criminal
laws of the State of North Carolina,
or whenever such member of the North
Carolina State Bar shall be regularly
retained and employed as attorney for
such bonding company, neither shall
said member nor any partnership or
attorney with whom he is associated,
or by whom he is employed, be permit-
ted to represent as attorney any person
charged with a criminal offense or a
misdemeanor, whose appearance bond
shall have been written with such bond-
ing company as surety thereon for the
appearance of said person in any Court
of the State.
(3) Amend rules governing admis-
sion to practice law in the State of
North Carolina by adding the following
after Rule 19, 221 N. C., Reports, 615:
20. APPEALS. (a) Any applicant may
appeal from an adverse ruling or de-
termination of the Board of Law Ex-
aminers as to his eligibility to take the
bar examination. After an applicant
has successfully passed the bar exami-
nation, he may appeal from any ad-
verse ruling or determination with-
holding his license from him.
(b) Any appealing applicant shall,
within ten days after notice of such
ruling or determination, give notice of
appeal in writing and file with the Sec-
