Jury Reform
in Nassau County

As part of the comprehensive pro-
gram to reform the jury system in New
York initiated by the Unified Court
System, one of the key areas targeted for
rvform Is jury selection in civil cases.
Other aspectq of the reform package
designed to enlarge the pool of qualified
jurors, to reduce the term of juror service
to one day or one trial, and to create a
miore efficient jury system enhancing the
overlll juror experience, although
important, will not be the subject of
colnnent herein.
The jury Project commissioned by
Chief Judge Judith Kaye to examine the
jury system in New York, in one of its
most important recommendations,
urged that the New York court-. adopt
the struck system for voir dire.tI[n
addition, the Project recommended the
imposition of time limits in voir dire, the
use of non-designated alternate jurors,
that is, where the alternates are not cho-
sen at the start of the trial, and a manda-
tory settlement conference immediately
preceding the voir dire. The Project also
recommended a pilot project to examine
the various levels of judicial supervision
of civil voir dire, Including judicial
supervision only at the commencement
of the voir dire, as well as supervision of
the entire voir dire.

sized, some of the measures recom-
mended by the Jury Project, the Unified

Because of the Impending actions of
the New York State Commttee on the
Profession and the Courts (the Craco
Committee) and by the New York
State Bar Association's Task Force on
the Profession, the Board of Directors at
its meeting on January 10, accepted a
Preliminary Report of the Committee
on the Profession and the Courts, sub-
ject to a further analysis of the issues by
members of the Association.
The Board of Directors would like to
know what our members think should
be done to improve lawyer/client rela-
tions and the Courts. The Association
urges you to attend the General mem-
bership meeting on February 1 at 5:30
pm at Domus.

During the past 14 years, the
Volunteer Lawyers Project has repre-
sented  a  successful partnership
between the Nassau county Bar
Association and Nassau/Suffolk Law
Services. This nationally recognlzed
partnershi Is now in jeopardy. A 70%
cut in 1OLA funds, combined with
threats of severe federal and state fund-
Ing reductions, has caused a crisis In
our pro bono effort.Your help is need-
ed to continue funding the attorney
position that staffs our efforL Pro Bono
may be free to the client, but it is not
free to operate. The Volunteer Lawyers
Project has sponsored the following

2) Child Support In Court Project
3) AIDS Clinic
4) Bankruptcy Clinic
5) Domestic Violence Clinic
6) Breast Cancer Legal Advocacy
Project
7) R.E.A.C.H. Clinic (1lofstra students
and volunteer lawyers providing legal
advice at a local soup kitchen)
8) Pro Se Matrimonial Clinic.

terminated due to loss of funds.The

I. MISSION
The Commlltee's mission is Io examine
Issues relating to the improvement of altor-
nay/client relationships and the murts and
make recommendations thereon. It was
slated that the Committee was Initiated by
the President of the Nassau County Bar
Association (NCBA) for this purpose and to

enable its Board of Directors to make rec-
ommendations to the State Committee on
the Profession and the Courts (also known
as the CRACO Committee), to the New York
State Bar Association (NYSBA) and to other
appropriate authorities.
I1. PRIOR ACTION OF NCBA
The Committee acknowledged that the
Board of Directors of the NCBA has already
addressed several importanl issues relating
to allorney/client relations and Courts,
namely:
A. Grievance Procedures: The opening
of the Grievance Committee procedures -
after a finding of probable cause and the
Issuance of a complaint by the Court (unless
the Court determines otherwise);
