THE NATURE OF THE PROBLEM
Organized government has always made use of at least rudi-
mentary administrative law and the functions performed by
administrative officials and tribunals. In this country, it was
not until the organization of the Interstate Commerce Commis-
sion in 1887 that many Americans became conscious of the ex-
istence and importance of administrative law.
In Colonial days, and until well into the nineteenth century,
in a vast country sparsely settled with industry and commerce,
with social life relatively simple and undiversified, there was
no great need for meticulous rules of conduct or of regulation
