PRESIDENT'S COLUMN
THE MIDYEAR MEETING of The Missouri
Bar is probably the more important of
the two annual meetings. It is certainly
the working meeting, for, at that time,
the  thirty-six  permanent committees
begin their work for the year, which
culminates in their reports to the Board
of Governors by September 15 for ac-
tion by that Board prior to the annual
meeting in September. The work of
the various committees is the most im-
portant single function of The Missouri
Bar. Out of it has come in the past
many   desirable legislative and  pro-
cedural changes in the law of Missouri.
In September, 1955, the Board of Gov-
ernors adopted the new plan of admin-
istration under which the number of the
then existing permanent committees was
reduced and the thirty-six such com-
mittees remaining grouped into six dif-

ferent departments, each with a di-
rector. These six directors and the of-
ficers constitute an Administrative and
Coordinating committee. This additional
administrative level between the officers
and the committee chairmen has per-
mitted closer liaison and control and, if
strengthened, will add much in the fu-
ture to the ease and efficiency of admin-
istration.
The six departments and the directors
for 1957 are:
Improving the Administration of Jus-
tice, Justice Laurance M. Hyde, Jeffer-
son City.
Business and Commercial Law, Robert
B. Fizzell, Kansas City.
Administrative Law, Professor Robert
L. Howard, Columbia.
Judiciary, Judge James M. Douglas,
St. Louis.
Service and Aid to the Public, Ronald
S. Reed, St. Joseph.
Bar Welfare and Professional Edu-
cation, C. Wallace Walter, Springfield.
On December 15, 1956, the directors
met with their respective chairmen and
vice-chairmen at St. Louis to discuss
the work of the committees for 1957 and
to begin the task of defining in writing
for their successors the scope and func-
tion of the six departments and the re-
spective committees within each depart-
ment.
At the midyear meeting in Jefferson
City, the committee chairmen will meet
with the members of their committees on
January 25 and on January 26 with their
directors, who in turn will meet with
the Board of Governors.
I earnestly urge each member of a
committee to attend the midyear meeting.
