President's Message
MID-YEAR DIEETING OF COMMIFIEES, FEBRUARY 1, 1947

TEs ANNUAL mid-year meeting of all
committees of the Missouri Bar will
be held in Jefferson City on Saturday,
February 1, 1947. Every committee
member will receive by mail a per-
•sonal notice of the meeting from the
central office. Elsewhere in this is-
sue of the Journal will be found a
tabulation showing the personnel of
each committee.
The Importance of the mid-year
meeting of committees cannot be over-
emphasized. The Missouri Bar acts
by and through its Board of Gover-
nors, and the activities of the Board of
Governors are largely outlined by com-
mittees, The committees represent'the
liaison between the individual' mem-
bers of the bar and the Board of Gov-
ernos. The Board of Governors in-
tends at all times to undertake to carry
Into effect all well-considered plans
for the Improvement of the adminis-
tration of justice and for the strength-
ening of the courts and the Bar. In
order to obtain the views of the mem-
bers at large on all subjects the Board
of Governors looks first to the various
committees. Each committee has Its

own special subject-its own field for
investigation, recommendation and re-
port. The president has designated a
chairman and vice-chairman for each
committee, excepting only those com-
mittees which are joint committees of
the supreme court and the Missouri
bar. Committee heads are expected
to steer the activities of their com-
mittees, but every committee member
is charged with the responsibility of
putting the whole weight of his in-
telligence and personality into the
meeting of his committee and into its
activity and report. Some modern

Importance of Being on a Committee.
Too often committee members shrug
off all sense of personal responsibility
and leave most if not all the work
and the inspiration to the chairman or
to a few of the outspoken members. I
hope that will not be the case at the
February 1 meeting.    I hope each
committee member will at once study
reports of his committee in previous
years; that he will study the reports
of the cognate committee of the Ameri-
can Bar Association; that he will in-

dependently study the subject assigned
to his committee, and Independently
determine what recommendations he
can make to the whole committee
when it meets on February 1. It would
be ideal if each individual member
were to go to the mid-year meeting as
fully prepared as if he had been desig-
nated chairman.
The set-up of Bar committees is
broad enough to cover the whole field
of Bar activities. The success or fail-
ure of Bar administration during the
coming year depends almost wholly
upon the intelligence, wisdom, disin-
terestedness, imagination, inspiration
and perspiration of the committee
members. I hope for great accom-
plishments in 1947-and I salute the
committee members who must point
the way.
The Journal
The Journal of the Missouri Bar has
not heretofore been published with
punctual regularity. The Board of
Governors has determined that there
will be ,no irregularity or unpunctu-
ality in the issuance of the Journal
hereafter.  It is to  be published
monthly without summer vacation,
and each issue will be put in the mails
on the last business day of the month
preceding the date of issue. That Is
to say, the February number will be
mailed on the last day of January, the
March number on the last day of
February, and so on. A number of
difficulties, some caused by the war
and its aftermath, some by unusual
pressure on the editor and his as-
sistants, have combined to prevent reg-
ular publication in the past, but those
difficulties seem now to have been
surmounted so that I feel warranted
in assuring the members of the Bar
