Refresher Courses for Lawyer-Veterans
Interim Report of Refresher Course Committee

This Committee was appointed Oc-
tober 16, 1945. It immediately re-
viewed all available data with respect
to refresher courses for veterans be-
ing planned or conducted in various
parts of the United States. For the
most part, the courses were in the
planning stage. We concluded that
refresher courses, to be of value,
should be offered to the veterans at
the earliest possible date, using our
own resources without waiting for
outside assistance, either in the form
of teachers or printed material; that
the subject matter should not involve
a re-education or review of hornbook
law but rather should center on re-
cent changes and developments in the
general substantive law and matters
such as the Civil Code, Corporation
Code, O.P.A. Regulations, New Con-
stitution, and the like; that where
general subjects were treated there
should be included practical sugges-
tions on the know how.
We learned that The Bar Associa-
tion of St. Louis already had a re-
fresher course program under way.
The Chairman of our Committee met
and worked with The Bar Association
of St. Louis' Committee and that Com-
mittee concurred in the conclusions
we had reached regarding the char-
acter and scope of the refresher
courses.
ST. LOUIS REFRESHER COURSE
January 7 to March 1, 1946
As a result of these efforts there
was organized and held a refresher
course at St. Louis under the auspices
of The Bar Association of St. Louis.
It covered a period of eight weeks,
beginning January 7, 1946. There were
three two-hour sessions each week, a
total of 48 hours of instruction, cover-
ing 19 separate subjects, as follows:

the Civil Code. Federal Taxation,
Torts, Probate Proceduie, Workmen's
Compensation, P.reeareh, O.PA. Begu-
latiors  r~d )iforcemrnt, Cri~r~i~l
Law, Appellate Procedure, Corpora-
tion Code, the Ncw Conskiluti3n; Prop-
erty Law, Federal Constitution, Di-
vorce, Evidence, Bankruptcy, Me-
chanic's Liens, Insurance, Contracts
and Labor Law.
The lecturing staff was drawn from
the practicing Bar, the faculties of
Washington and St. Louis Universities,
and the Circuit and Appellate Benches.
Twenty lecturers participated, all serv-
ing without compensation. There was
no charge for the course, all printing
and incidental expenses being de-
frayed by the local Association. One
hundred and seventy-five veterans en-
rolled for the course. The average at-
tendance has been between 125 and
150, although as many as 325 lawyers
were in attendance at the Civil Code
lectures. This course was enthusi-

astically received and will be repeated
if there is sufficient demand for it.
KANSAS CITY REFRESHER COURSE
March 11 to April 11, 1946
At Kansas City the Refresher Course
has been organized by the members
of our Committee with the able as-
sistance of Dean Benjamin F. Boyer
of the University of Kansas City,
School of Law. A copy of the pros-
pectus giving full details regarding
this course is appended hereto.
SPRINGFIELD REFRESHER COURSE
April 22 to April 26, 1946
A questionnaire was sent by the
Committee to lawyer veterans practic-
ing in Missouri other than Kansas
City and St. Louis from which it was
ascertained that Springfield, Missouri,
was the place most convenient to the
greater number for the holding of a
refresher course for the benefit of all
these lawyers. Such a course obvi-
ously could not be extended over a
period of eight weeks so it is to be
held over a five day period, having
been tentatively set for April 22nd to
April 26th, inclusive. The course will
necessarily be condensed but will in-
clude the more important of the sub-
jects treated at St. Louis with per-
haps the addition of National Service
Life Insurance Claims and State Taxa-
tion. It will be held in the KTTS Au-
ditorium on the second floor of the
Chamber    of Commerce Building.
Louren G. Davidson of our Committee
is the Director. Cognizance has been
taken of the housing situation, a spe-
cial committee having been created
to solve the problem. The following
local committees are at work:
