WHAT HAS THE KBA BEEN DOING THIS YEAR?
In the Spring, 1979 issue of the Journal of the Kansas Bar Association,
Bill Farmer outlined, in some detail, the problems confronting the bar
and Kansas lawyers. In the Spring of 1978, Howard Harper discussed
some of the problems and during his entire year in office, and for some
time before that, devoted much time, thought and energy to informing
the bar concerning the need for a new law center building. In the Spring
Bar Journal each year, for many years, it has been the custom of the out-
going president to tell the lawyers about the problems confronting them. It
seemed that there were always many more problems than solutions and
that still may be true. However, I would prefer to use this space to tell
the bar what has been done about many of the problems confronting
previous presidents and, particularly, those described in President Bill
Farmer's letter in the Spring of 1979.
The first paragraph of Bill Farmer's letter discussed the long-range
planning conference that was held at Kansas University during President
Farmer's term in office. At that conference, many priorities were developed
and the opinions of conferees, including a large number of laymen became
known. During the past year, the long-range planning committee, chaired
by the Honorable Terry Bullock, has met many times and has prepared
a report concerning what should be done with the recommendations of the
long-range planning conference. This report will be distributed to the bar
in the near future and is presently being distributed to the officers and
the members of the Executive Council. During the past year, much of the
work done by the Council and the decisions made by it, have been tested
against the recommendations of the conference and this has been helpful
and will continue to be helpful in the future.
The second section of President Farmer's report dealt with the subject
of federal intervention. The first of these interventions was that of the
Federal Trade Commission in its outlandish compulsory questionnaire
which it proposed to serve on all the organized bars in the country. This
questionnaire and procedure were attacked by the Kansas Bar Association
and by most of the other organized bars in the country. Through per-
suasion and intelligent objection, including communications with all mem-
bers of Congress, this compulsory questionnaire was defeated. The FTC
has withdrawn the compulsory questionnaire and this attack on the bar
