1988 legislative program announced

he Board of Governors of the
Iowa State Bar Association
approved the following legisla-
tive progran at its December I and 2,
1987, meeting.
Tort Reform - To oppose any
legislation providing for caps on
recovery or restriction of contingency
fee. The Special Committee on Tort
Legislation will continue to monitor and
study proposed legislation regarding
medical malpractice for the purpose of
making future recommendations to the
Board.
Supreme Court's Budget - The
Court has requested support of the Iowa
State Bar Association for its fiscal year

1988/1989 budget of $62.8 million. In
recent years the Court has not received
full funding and this affected judicial
ilministration in the state. The Bar will
support the Court's requested budget.

Judicial Salaries - The Board
reaffirimed its position of one year ago to
support an increase injudicial salaries to
include the Commission's recommencda-
tion ofan increase in fees if necessary to
fund increased salaries.
Uniform Marital Property Act --
There is pending legislation from last
year which would provide for the
adoption of the Uniform Marital

Property Act (Hous' File 390). The
Board has appointed a special committee
to include the chairs of Family Law,
Probate and Real Estate Law, Tax, and
Bankruptcy committees to monitor this
legislation. The Bar Association opposes
the adoption of this legislation because
of its far reaching effects on all practices
of law. Only one state has enacted such
legislation to date (Wisconsin).
Repeal of Centralized Child
Support Collection Agency -
Legislation was introduced last year to
repeal the Centralized Child Support
Collection Agency which was established
as of April 1987. An interim study
committee has recommended repeal of
this agency and the association supports
repeal.

Meet Iowa's
lawyer
legislators
Ofparticular interest to members
of the bar are Iowa's lawyer-
legislators - all nine of them.
These nine are often called upon to
exercise their legal skills ofanalysis and
drafting during the legislative session,
which is expected to run approximately
100 days in 1988.
The number of lawyers in the
legislature has been steadily decreasing
in -ecent years, because of the time
commitment needed- and legislative
salaries, which are significantly lower
($14,600 plus $40 per diem) than a
typical lawyer's income in Iowa, which
