SPRING TAX INSTITUTE TO
FEATURE 1969 TAX REFORM ACT
The massive Tax Reform Act of 1969, signed
by the President on December 30, 1969, will
be the subject of the Sixteenth Annual Spring
Tax Institute. This year's program, to be held
at the Iowa Memorial Union at the University
of Iowa in Iowa City on May 8 and 9, 1970,
will be staffed by the Tax Committee of the
Iowa State Bar Association. Some fifteen
committee members have taken responsibility
to present all aspects of the complicated enact-
ment in full detail. Each speaker will make an
oral presenation concerning his segment of
the new law and will supply a printed outline
complete with examples for distribution to the
registrants.
The program will attempt coverage of the
entire enactment. Charges made in the in-
dividual income tax picture will be covered
through a consideration of such diverse topics
as the new tax rates for singles, income aver-
aging, moving expenses, interest expense limi-
tation, minimum tax preference and the maxi-
mum tax on earned income. The wide changes
brought to the charitable contribution, private
foundation and exempt organization areas, as
well as to the capital gains area, will also
be analyzed In depth. Problems relating to
the income tax position of the farmer will
be discussed through a consideration of such
matters as livestock depreciation recapture,
gain from the sale of farmland, hobby farm
losses and the livestock holding period. A
broad range of corporate matters will be
affected by the new legislation and they will
also be considered. Such topics will include
the transfer of restricted property as com-
pensation, qualified plans for Subehapter 8
corporations, multiple corporation stock divi-
dends, use of appreciated property in redemp-
tions and debt financed corporate acquisitions.
This year's Institute, which is sponsored by
the Iowa State Bar Association and the Col-
lege of Law of the University of Iowa, will
have William V. Phelan of Iowa City as its
Chairman. It Is expected that Senator Jack
Miller, a member of the Senate Finance Com-
mittee, which held hearings on the complex
legislative package, will address the banquet
on Friday evening, May 8. Further informa-
tion and registration froms will be mailed
later. Be sure to reserve the dates now,
however, as this years program Is surely a
must!
Notice Re Code of
Professional Responsibility
In the recent letter to the member-
ship by President Burington, reference
was made to one particular disciplinary
rule and indicated it would be found at
page 24 of the Code. Unfortunately,
when Martindale-Hubbel reprinted the
Code, the page numbering was different
and this notice Is to advise the member-
ship that the particular rule referred to
will be found on page 8 In the second
column of the Code of Professional Re-
sponsibility.

PAYMENT OF COURT
COSTS IN PROBATE
The Special Committee on Probate,
Property and Trust Law has received
some complaints about delays in pay-
ment of courts costs in decedents'
estates. These court costs include put-
lishing fees, witness fees to wills and
inheritance tax appraisers' fees. Every
probate practitioner is urged to adopt
the policy of paying court costs to date
within one year from opening adminis-
tration of an estate. Prompt payment
of these costs is good public relations on
the part of the individual attorney In-
volved and creates a better image of the
legal profession and particularly the pro-
bate practice.
