The attention of all members Is di-
rected to the fact that the West Publish-
ing Company has published in full the
Title Standards adopted by the Iowa
State Bar Association as an appendix of
the pocket part of Volume 36, Iowa Code
Annotated.

AMERICAN CITIZENSHIP; PUBLIC
RELATIONS COMMITTEE ACTIVE:
EXPANDED PROGRAMS STARTED

The American Citizenship Committee of The
Iowa State Bar Association has recently re-
ported, as mentioned in last month's issue of
the News Bulletin, that as of January 1, 1952,
more than two hundred schools have 3greed to
participate in this joint program which is
sponsored by The Iowa State Bar Association
and the Iowa State Bar Foundation. It will be
recalled that in September of 1950, The Iowa
State Bar Association and Foundation, through
the American Citizenship Committee, em-
barked upon the program of making an award
to members of high school graduating classes
who have shown outstanding qualities of
citizenship and understanding of the American
system of government. The Iowa State Bar
Foundation has borne the greater part of the
expense of the program.
The awards are presented by members of the
Association in the Association's behalf to those
graduates designated by the school authorities.
The rules governing the program are as
follows:
1. Notice of intention to participate in the
award program must be given by the school
officials to the member of the American
Citizenship Committee of the Iowa State
Bar Association representing the judicial
district in which the school is located. This
notice of intention must be given to the ju-
dicial district committee member not later
than March 1, 1952.
2. The name of the student nominated for the
award must be selected by the school faculty
and certified to the judicial district com-
mittee member not later than April 1, 1952.
3. The method of selecting the winning student
is entirely within the discretion of the fac-
ulty of the participating school.
4. One scroll and medal is provided for the
graduating class in each participating
school. If there are 150 or more in the grad-
uating class, two scrolls and two medals
are provided. If the graduating class con-
tains 250 members, three medals and scrolls
are provided, and for each additional 100
graduates contained in the graduating class
an additional medal and scroll are provided.
5. Immediately upon receipt of the name of the
winners of these awards, the American
Citizenship Committee will make arrange-
ments to have a member of The Iowa State
Bar Association present at the time and
place fixed by the school authorities for the
presentation. These attorneys will, on be-
half of the Iowa State Bar Association,
make a few brief remarks.
6. There is no form which need be completed to
secure the participation of a high school in
this program. All that the principal of the
school needs to do is to designate orally, or
by letter or post card to his judicial district
committee members, the desire of that

7. Upon receipt of the name of the participat-
ing school, the committee member will in-
form the headquarters office of The Iowa
State Bar Association and the chairman
of the American Citizenship Committee.
It is believed that this program constitutes
a very real service in the public interest. If
every high school student could be made to
understand that the government of the United
States belongs to the people and that the Con-
stitution of the United States is a contract
beween the people and their government, there
would be in existence in our Nation a great
new force in the support of democracy. The
purpose of the American Citizenship award is
to keep before high school students and their
instructors this one clear idea. All members
of the Association are urged to stimulate,
whenever possible, in their locality interest and
participation in this program by high schools.
Already more schools have agreed to partici-
pate this year than during all of last year. It
is the hope of the committee that 500 schools
may be obtained.
The chairman of the American Citizenship
Committee is William R. Hart of Iowa City.
The American Citizenship program is also of
great value in the field of public relations. The
Committee on Public Relations of the Asoci-
ation, Robert B. Throckmorton, Des Moines,
Chairman, has expressed keen interest in the
program and has advised the headquarters
office that it feels this program to be one of
the outstanding public relations projects rf the
Association. This type of program, Mr. TI rock-
morton states, is an example of how lawyers,
acting in the public interest, can vastly im-
prove their own public relations.
The Public Relations Committee of the Asso-
ciation has been most active in implementing
the Association's basic public relations pro-

LETIN and other correspondence which
is mailed out to the membership are
returned to the headquarters office, stat-
ing that the addressee left no forwarding
address. When this happens, it is neces-
sary to suspend the addressograph plate
of the Individual concerned until a new
address is received. It would be very
much appreciated if all members of the
Association who have an address change
will Inform the headquarters office im-
mediately so that a new addressograph
plate may be obtained and the mailing
list kept up to date.
