Annual Meeting: Backes Becomes President,
Peterson, President-Elect

Orlin W. Backes assumed the Presiden-
cy of the State Bar Association from Ker-
mit Edward Bye at the Annual Meeting
Banquet on June 17. Backes, a 1963
graduate of UND Law School, is a part-
ner in the Minot firm of McGee, Hankla,
Backes & Wheeler.
According to Backes, he does not plan
major changes for SBAND in the next
year. He said he would be happy to
maintain the present level of bar work
while being open to possible improve-
ments.
David L. Peterson of Bismarck was
chosen as President-Elect. A partner in the
firm of Wheeler. Wolf, Peterson, Schmitz,
McDonald & Johnson, Peterson is a
former Editor-in-Chief of the North
Dakota Law Review and past president
of the North Dakota Trial Lawyers As-
sociation.
n other business, the general assembly,
i ter emotional debate, unanimously
passed a resolution supporting Robert
Snyder who was suspended from practice
in Federal Court after he wrote a letter
criticizing the Court's appointment and
reimbursement procedures.
The Client Security Fund was retained; a

specialization plan was adopted; Kermit
Edward Bye, Carol Beth Bye, Paul
Ebeltoft, Gail Ebeltoft, the cities of Dickin-
son and Medora, and the Southwest
Judicial District Bar Association were
recognized and honored for their part in
the 84th Annual Meeting.
Robert E. Dahl received the Distinguish-
ed Service Award for his career-long
devotion to improving the profession. He
is the third recipient of the award and the
first who is not a judge. The Liberty Bell
Award went to Harold Schafer and the
Outstanding Chairperson Award to
Robert A. Feder.
Our special thanks go to Harold Diers &
Company, our group insurance agent,
and the Allen Smith Company, publisher
of the Century Code. Their generous
donations helped make this meeting
possible.
We would be happy to send a copy of
the Annual Report containing all the
reports of SBAND committees, sections,
and comissions to anyone upon request.
Next year's Annual Meeting will be at the
Fargo Holiday Inn on June 19, 20, and
21. Winnipeg was chosen as the site for
the 1986 meeting and Bismarck for 1987.

The general assembly of SBAND
members approved a specialization plan
for North Dakota attorneys at the Annual
Meeting last June. The following is the
complete text of the Rules governing the
specialization plan.
Rules For The North Dakota
Lawyer Specialization Board

1. PURPOSE
The purposes of the North Dakota Lawyer
Specialization Board are to assist in the
delivery of legal services to the public by:
1.1 Providing greater access by the
public to appropriate legal services;
1.2 Identifying and improving the quality

Ask A Lawyer
Begins Second Season
Ask A Lawyer, the successful SBAND-
produced TV show, began a second
season on Sunday, September 9.
For those who have not seen it, Ask A
Lawyer is a live one hour phone-in pro-
gram which aires on Prairie Public Televi-
sion from 5:00 to 6:00 p.m. (CDT) on the
second Sunday of each month.
The moderator for the September 9 show
war Robert Feder, also the show's co-
producer and driving wheel. Joining
Feder were Michael Nilles of Fargo, a
regular and, Dave Peterson and Charles
E. Johnson, both of Bismarck.
According to Feder, the number one in-
terest of callers varied from show to show
last season. However, Feder said, calls on
domestic relations, estates, landlord/te-
nant, civil litigation and debtor-creditor
rights were consistently high.
During air time last season the show
usually received about 50 calls and the
panel had time to answer 35 to 40, Feder
said. Local legal secretaries volunteered
to take calls and frame the questions.
The show has received high praise from
lawyers and the public. Other state bar
associations have requested information.
