C L R COMPLETES
FIRST YEAR
Central Legal Research, a criminal
law research service for North Dakota
judges, prosecutors, court appointed
defense counsel and other criminal
justice officials, has completed its
first year of operation. Coming from
44 of the 53 counties, requests for
CLR services totaled 417. Of these
requests, 138 were for original re-
search done by law students under the
supervision of a licensed attorney.
During the year CLR alo provided 232
copies of previously written memos,
available free of charge to any per-
son receiving CLR's monthly news-
letter. Qualified users with criminal
law questions used CLR's xeroxing
services 47 times.
CLR's heaviest first year use came
from prosecuting attorneys, compris-
ing 43% of the total users. Court
appointed defense counsel represent-
ed 12% of the users, judges 10%, and
the remaining criminal justice offi-
cials and attorneys in private
practice wanting free copies of pre-
viously written memos made 35% of the
requests.
Evaluations of the quality and use-
fulness of CLR's first year research
memos show that 63% of the users con-
sidered the research excellent and
the remaining 37% termed it good.
A total of 83% of the users stated
that the CLR report helped affect the

NEW INSURANCE
PLANS APPROVED
The Professional Negligence and
Insurance Committee of the SBAND
considered proposals for four new
insurance plans by the Harold Diers
Agency at its regular meeting held
in October. The proposal included
a PREMISES LIABILITY POLICY which
will be offered members of the SBAND
as an endorsement to the professional
liability policy; a PERSONAL UMBRELLA
COVERAGE POLICY $1,000,000 PER
OCCURRENCE which also will be
offered as an endorsement to the
Professional Liability Policy; a
BUSINESS UMBRELLA COVERAGE POLICY
which can be purchased as an en-
dorsement to the Professional Liabi-
lity policy only when the $1,000,000
limit is chosen; and THE OFFICE
PROTECTION PLAN which offers pro-
tection in the event of destruction
to office, embezzlement, and liabi-
lity claims or defense thereof, in-
cluding ERISA.
The Committee recommended to the
Executive Committee of SBAND that
sponsorship of the four plans be
approved, provided that the $100,000
employer's liability coverage under
the BUSINESS UMBRELLA be deleted if
it refers to an equivalent of North
Dakota's workmen's compensation
coverage. The Executive Committee,
at its January 19, 1978 meeting,
adopted the committee's recommenda-
tion.
