THE CRIME SITUATION
HE existing crime situation in Chicago is receiving the atten-
tion of the Committee on the Administration of Criminal Jus-
tice of The Chicago Bar Association, which has been taking
active measures toward improving prevailing conditions in every
way available.
A meeting of the Chairman and several members of the- com-
mittee with the Chief Justices of the Circuit, Superior and Criminal
Courts of Cook County and with the State's Attorney was held
several weeks ago to discuss the most effective means of speeding
up the work of the courts in criminal matters. It was the con-
sensus of the meeting that more court-rooms should be provided
and more judges assigned to clear up the criminal docket, and after
a general discussion of other features of the situation a meeting
was arranged with the Finance Committee of the County Board
to urge arrangements for the use of additional rooms for the
Criminal Court. It was found that several rooms in the County
Building might readily be converted for the purpose in mind so
far as their present employment is concerned, but neither the
Board nor its Finance Committee expressed a willingness to take
the necessary steps to house elsewhere the offices now in occu-
pancy of the space in question. The Finance Committee of the
County Board asserted that no funds were available for the neces-
sary changes anzl alterations, and rental for outside space for the
present occupants, although the visiting committee was of the
opinion that the changes involved would be very slight and require
an extremely small expenditure of money.
The assignment of additional judges to the criminal court from
the Circuit and Superior Courts was deemed imperative, and the
Committee on the Administration of Criminal Justice agrees with
the Chief Justices and the State's Attorney that a failure by the
County Board to co-operate in making possible this desirable
increase of the criminal bench is most unfortunate at this par-
ticular time.
It is felt that the efforts of the entire Bar Association and all
public spirited citizens should be united in pressure toward means
for clearing the congested docket of the Criminal Court and hasten-
ing the trial of those accused of crime now in jail or out on bond.
