This issue of Bar Report contains statements regarding two
referenda questions that will be put to the D.C. Bar membership
in November. Representatives of the pro and con side were
given four pages each to state their reasons why members
should vote yes or no on the two questions. Statements were
submitted with explanations of how the arguments were to be
presented in this publication.
I. PETITION
to
The Board of Governors of the District of Columbia Bar
(under Rule VII, Section 3, of the D.C. Court of Appeals)
Pursuant to the referenced Rule, t&e undersigned active members of the
District of Columbia Bar do hereby petition the Board of Governors of the
District of Columbia Bar to submit without delay for determination by a
yes or no vote by the members of the Bar under the Referendum pro-
cedure the following proposal respectingits petition of February 15, 1980 to
the D.C. Court of Appeals to increase the ceiling on annual membership
dues from $50 to at least $150.
The Board of Governors is directed to amend its petition to the District of Co-
lumbia Court of Appeals to seek an Increase in the dues ceiling for the D.C.
Bar to not more than $75, instead of at least $150, as contained in the peti-
tion of February 15. 1980 to the Court.
The undersigned members do hereby petition the Board to notify the
Court that this proposal is being submitted to the membership under the
Referendum procedure and that the Court will be notified of the results
thereof at the earliest possible time for its further consideratidn of the
Board's petition.

The outcome of these referenda will have an important im-
pact on the future of the District of Columbia Bar. Thus. we urge
members to read the pros and cons of each referendum and to
attend the meeting described in the accompanying box.
The following are the two ieferenda petitions to be voted on in
November:
II. PETITION

The Board of Governors of the District of Columbia Bar
(under Rule VII, Section 3, of the D.C. Court of Appeals)
Pyrsuant to the referenced Rule, the undersigned active members of the
District of Columbia Bar do hereby petition the Board of Governors of the
District of Columbia to submit without delay for determination by a yes or
no vote by the members of the Bar under the Referendum procedure the
following proposal respecting Bar policy:
Mandatory dues and assessments of the District of Columbia Bar shall be
used only for the following purposes: admission of attorneys: their continued
registration; discipline of attorneys; and, client security fund. Any other ac-
tivities shall be funded by other means. including But not necessarily limited
to, voluntary contributions. If in the judgment of the Board of Governors. Im-
plementation of the foregoing requires a rules change. the Board is directed
to petition the District of Columbia Court of Appeals to obtain such change.
The undersigned members do hereby further petition the Board to notify
the Court that this proposal is being submitted to the membership under the
Referendum procedure and that the Court will be notified of the results
thereof at the earliest possible time.
