AFTER TWENTY YEARS OF THE ADR MOVEMENT IN TEXAS: .
PREPARING FOR THE NEXT STEP
Assuming the position of Chair of this Section is a. daunting notion. That is, until you c.onsider the
high caliber of talent and leadership that is represented among the officers and members of the
Council for the coming year. And, if you add the strength of past chairs and past Council members
who continue to play key roles and make significant contributions to the Section, one cannot help
being buoyed by optimism and confidence. The prospect of collaboration and consensus. building
with other sections of the State Bar of Texas, other dispute resolution organizations: in Texas, ar
well as national and international organizations, adds to the promise of an exciting and productiv
year, as this Section continues to examine its role and place in the dispute resolution community: o
promoting the use and quality of Alternative Dispute Resolution (ADR) in Texas.
This Is  the twentieth year that I have been involved in the ADR movement in Texas. While
rummaging through some old files of mine on ADR, I ran. across a =Report on the old Houston
Neighborhood Justice Center, written by Lynne Liberato (the current State Bar President). It was
Volume i, Number II, dated November 1980.         The Report announced that the Houston
Neighborhood Justice Center (NJC) had just begun offering mediation on October 6, 1980 to
citizens frustrated by criminal and civil disputes. It further announced that First Court of Appeals
Judge James P. Wallace swore in 46 volunteers as trained mediators on September 28, 1980, and,
that these mediators had just completed two weekends (forty hours) of intensive training.
It quoted Neighborhood Justice Center President.Justice Frank G. Evans, who at the graduation
ceremony described the new mediators as proud. people with vision and fortitude.
