THE STATE
Dallas. The Community Dispute Resolution Com-
mittee of the Dallas Bar Association, in coalition with
local minority bar associations, has launched The Public
Dispute Prevention and Resolution Project for the
mediation and prevention of public and community
disputes.
Teams of pro bono mediators trained in cross-cultural
dispute resolution will mediate disputes and assist the
community in developing communication skills and the
ability of reaching consensus in public and community
disputes.
Mediators on the teams will be skilled in conflict
resolution and come from all walks of life. They will
represent an ethnically diverse cross-section of the'
community to assure acceptance as credible neutrals,
sensitive to the concerns of the community.
Houston. From January through May 1991 (not in-
cluding settlement week), trained attorney volunteers
for the Dispute Resolution Center mediated 84 cases
referred by state and federal courts. Forty-eight of these
disputes either settled at the mediation session or shortly
thereafter. Four lawsuits submitted to binding and non-
binding arbitration were resolved as well. Considering
that an additional 22 cases settled after referral by a
court to mediation but before a hearing was held, the
resolution rate for these five months is 84%.

NEW FEDERAL
ADR LEGISLATION

In 1990, Congress passed three new laws to
encourage use of ADR procedures in the federal
government.
The ADMINISTRATIVE DISPUTE RESOLUTION
ACT (ADR Act) authorizes and encourages federal
agencies to use ADR processes to enhance the
possibility of reaching agreements, and provides a
review process in which federal agencies will
consider whether, and under what circumstances,
ADR techniques may help them to carry out their
statutory duties more effectively. A senior official
designated as dispute resolution specialist will
systematically review all agency programs for ADR
potential, provide ADR training for selected
personnel, and review grants and contracts for
inclusion of clauses encouraging ADR use.

This complimentary issue is presented by the State Bar of Texas Standing Committee on Alternate
Methods of Dispute Resolution. ALTERNATIVE RESOLUTIONS will report on ADR developments and
activities, furnish legislative updates, provide statistics from pro bono Dispute Resolution Centers in the
State and describe projects and items of interest before the ADR Committee. Each issue will contain a
profile of one of the many organizations, institutes and associations that administer dispute resolution
processes, train neutrals and engage in a number of related activities.
ALTERNATIVE RESOLUTIONS will be published twice a year. Subscription information is
