Although federal courts served the Territory of Alaska before state-
hood was granted on Jan. 3, 1959, since then the state courts, consisting
of Ddstrict and Superior trial courts and a three-Justice Supreme Court,
have been faced with the task of construinz a new state constitutinn a~nd

codes.
Precedent is slim because to
handed down slightly more than
500 deoision% It has  ruled that
while the decisions of the former
federal territorial courts are in-
teresting, they are no longer bind-
ing.
The Alaska legal system is thus
still as wide open for development
as the state itself. The state has
neither the funds nor the population
to support its own law school or
law revision committee.
With these factors in mind, a
nucleus of -the University of Cali-
fornia at Los Angeles (UCLA) Law
Review staff was formed with the
objective of publishing its materials
in the Alaskan Law Journal. Liai-
sons with the Alaska Bar Associa-
tion in Anchorage were established
over the summer. Professor John
Bauman was appointed faculty ad-
visor at the beginning of the school
year and the staff was completed
during the first two weeks of 'school.
Members of the UCLA Alaska
Law Review for the 1968-1969 school
year are Max Gruenberg, editor;
William Finestone; Douglas Free-
man; Lawrence Halit; Steven Horo-
witz; Steven Hubert; Myron Jen-
kins; John Kerr; James Leonard;
Steven Plumer; Sandra Rogers;
Jeanne Ross; Louis Victorino; Rob-
ert Wright; and Steven Zorick.

date the State Supreme Court has
of Representatives, will serve as
an unofficial advisior.
Sponsorship of the project is
divided between the UCLA Law
School, the Alaska State Bar Asso-
ciation, the Alaska State Court
System and Legislature, and the
UCLA Student Bar Association.
The first issue of the Review will
consist of case notes and comments
on cases and issues of particular
relevance to Alaska. Special em-
phasis will be placed on important
or interesting  decisions handed
down by the Alaska Supreme Court.
Representative of the issves which
will be   discussed  incompata-
ability a grounds for divorce, Bass
v. Bass, 437 P.2d 324 (Alaska 1968),
the defense of assumption of the
risk in a tort action, Leavitt v. Gill-
aspie, 433 P.2d 61 (Alaska 1968),
and the conflict between situs
and interest theories in conflict
of law cases, Armstrong v. Arm-
strong, 441 P.2d 669 (Alaska 1968).
Legal areas of concern to Alas-
kans will also be explored. One
such issue is the conflidt between
the state and Alaskan natives for
title to the vast lands throughout
the state heretofore held by the
government. Another issue -that will
be discussed is the recent federal
gun control legislation and its effect
on Alaskans.
