CHAIRMAN'S REPORT
The Litigation Council knew that the appearance of Louis Nizer as speaker at the
Litigation Section meeting during last year's State Bar Convention in Houston would be
a tough act to follow. Nonetheless, with the acceptance by Stephen Brill, owner/editor of
the American Lawyer and owner/editor of the Texas Lawyer and Howard Weitzman of
Los Angeles, the lawyer who twice successfully defended John DeLorean indicates that
this year's program in Corpus Christi will be a great encore.
I would strongly urge each of you to attend this year's State Bar Convention. With the
issues of tort reform and judicial reform still the topic of every conversation overheard on
the street, there should be some lively interchange among the state's litigation lawyers.
Once again, this year's Council wants to compliment and thank Pat Hazel for his
continued success in producing the Advocate.
I look forward to seeing you all in Corpus Christi.

EDITOR'S COMMENTS
The legislature is hopping presently with tort reform. It may all end soon with a
compromise bill, or, if not, a real battle could emerge. By the time this issue is printed we
may know. If a compromise bill is introduced before this issue is printed, we shall include
either it or a summary.
Besides new rules of procedure the Supreme Court approved some Rules of Judicial
Administration. These are directed to the administrative judicial regions for regional
governance and uniformity. Apparently these rules will substitute for the Proposed
Administrative Rules which were designed to govern all Texas courts uniformly. The
approved rules were published in the advance sheets for 722 S.W.2d, No. 5 and 723
S.W.2d, No. 1. Rule 6 sets time standards for various civil cases. These standards are
not mandatory but should be followed so far as reasonably possible.
We have been without a Procedural Update for the past two issues. A new author of
this section will begin with the next issue: Professor Elaine Carlson of South Texas
College of Law. We look forward to her joining us.
The revised Texas Rules of Civil Procedure are also printed in the advance sheets for
725 S.W.2d, No. 1 (April 14,1987).
