Commissioners Appoint
Frank Elam
New Bar Secretary
Upon the resignation of Jamca B.
Lynch as executive secretary of the
Idaho State Bar, the Board of Com-
missioners appointed Frank T. Elam of
Boise as the new executive secretary,
effective December 1, 1966. Mr. Lynch
has entered the full time practice of law
with the firm of Coughlan and Imhoff
of Boise.
Mr. Elam was born in Boise on May 2,
1932. He attended Boise schools and the
University of Idaho where he received
his B. A. and LL. B. degrees in 1960. He
served in the United States Navy from
1950 to 1955. Prior to his appointment as
Secretary, he was a member of the firm
of Elam, Burke, Jeppesen, & Evans. Mr.
Elam will engage in the practice of law
on a part-time basis as well as perform
the duties of Secretary of the Bar.
The office of the Secretary is located
at Room 425 First Security Bank Build-
ing, Boise, Idaho, phone number 342-8958.
Mr. Elam solicits any inquiries or sug-
gestions which members of the Bar might

Criminal Law Program
Draws Overflow Crowd
The registration at the Escobedo-
Second Round Institute was one of the
largest in the history of th Cnntinuing
Legal Education program of the Idaho
State Bar. Final figures show that ap-
proximately 250 lawyers, judges, and law
enforcement officers attended the one
day program at Boise College on Friday,
January 20th. The topics covered during
the one day program included: The New
Confessions Rule of Miranda v. Arizona,
speaker George Van Hoomissen, Mult-
nomah County District Attorney, Port-
land, Oregon; Fruits of the Poisonous
Tree: What's In, What's Out, speaker
Dean George Bell, College of Law Uni-
versity of Idaho, Moscow; Post Convic-
tion Relief, speaker Hon. Ray McNichols,
United States District Judge for Idaho,
Boise; Presumption of Evidentiary Illeg-
itimacy-the Heavy New Burdens of
Presentation and Persuasion; What has
Miranda Really Changed?, speaker Jus-
tice Edward E. Pringle, Colorado Su-
preme Court, Denver; Permissible Search
and Seizure After Miranda, speaker Jus-
tice Jon Collins, Nevada Supreme Court,
Carson City; The New Role and Obliga-
tions of Counsel from Custody to Court-
room, speaker Lloyd J. Webb, former
District Judge, Eleventh Judicial District;
partner in the firm of Rayborn, Ray-
born, Webb and Pike, Twin Falls; After
Miranda What Can the Police Officer
Do? speaker Allyn Dingel, Assistant At-
torney General, State of Idaho, Boise.

excellent book of over 230 pages contains
a concise, technical analysis of the con-
stitutional limitations on obtaining and
using evidence in criminal cases, includ-
ing the impact of Miranda v. Arizona

June 13, 1966 by the United States Su.

The next program planned by the Con.
tinuing Legal Education committee is a
medical-legal program featuring doctors
and lawyers as panelists in teams to ex-
plain the injuries to various parts of the
human anatomy, and their relationship
to damages in personal injury cases.
Tentative date for the next program is
May, 1967.
The California Farm and Ranch Law
Book has been mailed by the University
of California. Please notify the Idaho
State Bar office, Box 835, Boise, if you
have not received your copy.
The California Will Drafting Forms
Manual will be mailed during February
from California.
The Constitutional Limitations on Ev-
idence in Criminal Cases book has been
mailed from the Bar office in Boise. No-
tify the Bar office if you have not re-
ceived your copy.
