In my opinion the activities of tile
Idaho State Bar Association got off to a
good start in the calendar year of 1964
by the Institute held
in  Boise, January
17th and 18th. This
Institute was a big
success. I would like
to publicly acknow-
ledge my thanks to
the  Third  District
B a r   Association,
Carl Burke, Presi-
dent, and Bob Green,
Chairman of the Ar-
rangements Committee, for their enthu-
siastic support of the Institute and for
acting as hosts for the attorneys. The
luncheon and the dinner were primarily
the responsibility of the Third District
Bar and these two functions contributed
a great deal to the success of the In-
stitute.
This year's Institute program, the one
in Moscow in November and the one in
Southern Idaho in Boise, is now conclud-
ed. These two Institutes on the Com-
munity Property Law in the State of
Idaho have been, I feel, unusually suc-
cessful in that a large number of the
attorneys have been in attendance. These
Institutes were conducted by the same
group of speakers. Your Commission
does not feel that we are able to impose
upon these individuals for a third pre-
sentation, and that the cost of such an
Institute would not be warranted. The
Commission realizes that many of the
attorneys in the State were unable to
attend these two Institutes and have,
therefore, authorized the sale of the
book, The Community Property Law of
Idaho by Brockelbank on an individual
basis. Copies can be purchased by writ-
ing the Secretary of the Idaho State
Bar, First Security Building, Boise, Ida-
ho, and enclosing your $15.00.
Since the State Bar cannot extend its
Continuing Legal Education program at
this time, it could well be worth while
for the local District Bars to pick up

mimeographed material as a basis, con-
duct local Institutes or incorporate the
material in their regular programs. This
could be clone without incurring any ex-
pense and would be most worthwhile for
the members of the local Bar.
The above suggestion is made with
some deliberate thought because I would
like very much to encourage the attor-
neys in the State of Ilaho to support
their local Bar Associations. It is here
that the strength of the Bar is developed.
Strong local Ba' Associations will lead
inevitably to a strong statewide associa-
tion. It is at the local level that effective
action can be taken to solve localized
problems and it is certainly at the local
level that activities can be started to inl-
crease the general effectiveness of the
organized bar. The local Bar' Associa-
tions with their small groups and inforim-
al meetings can meet head-on the prob-
lems of statutory changes, procedural
changes, anti attitudes and direction that
the organized bar should take. The small
closely knit group of tie local Bar can
do a great deal to initiate proposals, to
increase the efficiency of the process of
the administration of justice in the State
of Idaho. It can also be effective in
assisting the State Bar Association.
The Resolutions Committee of tl.e
State Bar Association is comprised of the
Presidents of the various District Bars.
This is deliberate. Some of the prime
reasons for the membership of the Reso-
lutions Committee being devoted to the
Presidents of the local Bar Associations
is to increase the activities of the local
Bar, to increase the voice of the local
Bar in formulating statewide policies
anti to strengthen the local Bar groups.
The next time that your local Bar
asks you for help in time, talent or
money, be generous with your contribu-
tion-it is really a contribution to your-
self.
During my work on the Commission
it has been my distinct pleasure to at-
tend meetings of a great number of the
local District Bar Associations through
the State. I have been uniformly im-
pressed by these meetings, and the atti-
tude of the attorneys who attend them.
I could only suggest that greater attend-
ance will increase the value of the

group and will increase your enjoyment
in belonging to that group. May I con-
gratulate all of the local Bar Associa-
tions in their work and urge them to
continue  their  fine  efforts  toward
strengthening the Bar organization.
Professor Brockelbank's
Book Now Available
The second !nstitute, centered around
Dr. W. J. Brockelbank's book, The Com-
munity Property Law of Idaho, was held
in Boise on January 17th and 18th, 1964.
Over 90 attorneys registered for the In-
stitute.  No  further  Institutes  are
planned on this subject and the Con-
tinuing Legal Education Committee is
making plans for next year's program.
Dr. Brockelbank's book was published
by the Idaho State Bar Foundation, Inc.,
and the University of Idaho. This at-
tractively bound volume, consisting of
497 pages, was printed by The Caxton
Printers, Ltd., of Caldwell, and it is a
valuable addition to any attorney's li-
brary. The book is now out of print,
although quite a few volumes are still
presently available.
The Idaho State Bar Foundation, Inc.,
through the Secretary's office, will pro-
mote the distribution of this book to
Idaho attorneys and out of state attor-
neys at a price equal to the $15.00 regis-
tration  fee previously charged. The
funds received from the sale and distri-
bution of this book will be used to sup-
port the Continuing Legal Education
program in Idaho.          It
Any Idaho attorney who did not have
an opportunity to register for one of
the Institutes may still do so by sending
$15.00 to the Idaho State Bar Founda-
tion, Inc., at Box 835, Boise, Idaho. A
copy of Dr. Brockelbank's book will im-
mediately be forwarded to the attorney
at the return address designated.
A limited supply of the outlines and
addresses of the speakers appearing at
the T'Istitute is still on hand and a copy
will also be forwarded to the attorneys
ordering a copy of The Community
Property Law of Idaho, as long as the
supply lasts.'
