           AGENCIES APPROPRIATION BILL, 1988

      Mr. WHITTEN, from the Committee on Appropriations,
                   submitted the following

                        REPORT

                     [To accompany H.R. 3520]
  The Committee on Appropriations submits the following report
in explanation of the accompanying bill making appropriations for
Rural Development, Agriculture, and Related Agencies for fiscal
year 1988.
                       A NATIONAL BILL
  This bill covers Rural Development, with its many programs
vital to the 84 percent of our country which is defined as rural. The
bill covers Agriculture programs, vital to both farmers and con-
sumers by providing the best quality and lowest priced food supply
in the world. The bill also funds the Food and Drug Administra-
tion, vital to the Nation's health.
                RURAL DEVELOPMENT PROGRAMS
  The bill includes funds for Rural Electric and Telephone Sys-
tems, as well as funds for water and sewer grants, which are essen-
tial to the development of rural America. All rural housing loans
are included in this section of the bill as well as rural grant pro-
grams such as fire protection, rural rental assistance, and low-
income repair grants for the elderly. All of these programs are
eliminated in the budget request.
                     CONSUMER PROGRAMS
  Included in this section of the bill are the child nutrition pro-
grams, food stamps, WIC, and elderly feeding. Also funded in the
