Mr. CONYERS introduced the following bill; which was referred to the Committee
                        on Ways and Means




                        A BILL
To amend the Internal Revenue Code of 1954 to encourage
    economic growth and improve fairness through reductions in
    individual income tax rates, reform of the treatment of
    depreciable property, incentives for small businesses, and for
    other purposes.

 1       Be it enacted by the Senate and House of Representa-
 2 tives of the United States of America in Congress assembled,
 3  SECTION 1. SHORT TITLE; ETC.
 4       (a) SHORT TITLE.-This Act nmay be cited as the Rev-


5 enue Act of 1981.
