   Mr. DINGELL, from the Committee on Energy and Commerce,
                    submitted the following

                         REPORT

                     ADDITIONAL VIEWS

         [Including cost estimate of the Congressional Budget Office]
  The Committee on Energy and Commerce, to whom was referred
the bill (H.R. 2409) to amend the Public Health Service Act to
revise and extend the authorities under that Act relating to the
National Institutes of Health and National Research Institutes,
and for other purposes, having considered the same, report favor-
ably thereon with amendments and recommend that the bill as
amended do pass.
  The amendments (stated in terms of the page and line numbers
of the introduced bill) are as follows:
  Page 3, in the item relating to section 450 strike out centers.
  Page 27, strike out lines 15 through 24 and insert in lieu thereof
the following:
    (3) For purposes of paragraph (1), the term 'administrative ex-
penses' means expenses incurred for the support of activities rele-
vant to the award of grants, contracts, and cooperative agreements
and expenses incurred for general administration of the scientific
programs and activities of the National Institutes of Health. In
identifying expenses incurred for such support and administration
the Secretary shall consult with the Comptroller General.
